Background and Governance

Konoha was created by the Senju ancestors and was historically founded by the Senju Clan. The clan once held one-third of the village's land and shops and fielded its largest body of ninja. 15

Following Senju Tobirama's death, his order to integrate the Senju Clan into Konoha became the basis for the clan's gradual loss of independent power. Senju members were absorbed into the village structure, while their land, businesses, and military influence declined. 12 20

By the period covered in the story, Sarutobi Hiruzen rules as the Third Hokage alongside the Council of Elders—Shimura Danzo, Mitokado Homura, and Utatane Koharu. The Sarutobi Clan, the Ino-Shika-Cho families, and several elder-aligned families form Konoha's largest political bloc. 27 45

Sarutobi Faction Control

Konoha subsequently prepares to fully integrate the Senju Clan without consulting Nawaki, intending to divide its remaining resources while nominally ensuring his safety. 8

Nawaki and Senju Tojian accuse Konoha—particularly the Sarutobi faction—of using the village's authority to exhaust Senju manpower, seize its businesses, and suppress its political influence. 4 11 21

Senju Secession

Nawaki declares the Senju Clan's secession after accusing Sarutobi Shinnosuke of orchestrating the attack that cost him his legs. He states that the clan will return only if Shinnosuke personally admits responsibility and apologizes. 11 12

Nearly all Senju who retain the clan name leave Konoha under Nawaki's leadership. Their departure deprives Konoha's Land of Rain front of a major portion of its manpower, forcing a withdrawal into the Land of Fire. 16

Konoha responds by suspending protection and trade with the relocated Senju Clan in the City of Wood. The ultimatum proves ineffective because the Senju control valuable food and medical-supply networks during wartime. 18 20

Political Crisis

The Senju Clan's departure exposes Konoha to pressure from the other great villages. Its defensive capacity falls sharply, while the loss of Senju grain logistics contributes to Sunagakure's ability to sustain a full-scale invasion. 27 29

Sarutobi Hiruzen attempts to preserve his authority by blaming the Senju Clan for Konoha's losses, proposing the confiscation of its remaining village assets, and prohibiting Nawaki from entering Konoha. 27 28

These measures fail to restore confidence. Konoha's clans increasingly fear that they could face the same treatment as the Senju and Uzumaki Clans. 29 33 45

The Land of Fields' Daimyo aligns with Konoha, declaring that the weakened Senju Clan is no longer qualified to remain the country's partner. 40

In response, Senju Nawaki and Senju Tojian remove the Wood Release creations that had transformed and maintained the land's fertile environment. The resulting tumbleweed infestation destroys farmland, creates famine conditions, and drives residents into refugee status. 37 38 43

Second Shinobi World War

Konoha enters the Second Shinobi World War in a weakened state. Senju leaders characterize the conflict as a struggle in which Sunagakure, Kumogakure, and Iwagakure converge against the resource-rich Land of Fire. 20

The village's leadership dispatches the Uchiha Clan to the Land of Rain after the Senju Clan's departure. Though the Uchiha initially retake Konoha's front lines, Sunagakure's improved logistics and Chiyo's techniques inflict heavy losses. 29
