Background / History

Toka's injury and Konoha's medical development

Tobirama returned from a border-scouting mission to find that Senju Toka, his longtime confidante and the woman he loved, had lost both arms in an ambush by Cloud ninja. Unable to accept the Senju medical ninja's verdict that her injuries were beyond treatment, he brought her to Toji's Gospel Clinic. 4

Toji successfully reattached Toka's arms through Earth Grudge Fear-assisted surgery and the Mystical Palm Technique. Although Tobirama remained wary of Toji's unknown background, he formally acknowledged the debt he owed for saving Toka. 5

His relationship with Toji shifted from investigation to collaboration when the two developed the A-rank Reverse Cursed Technique, a defensive medical ninjutsu that pre-positioned Yang Release chakra to mitigate potentially lethal injuries. Tobirama handled its framework and technical details, while crediting Toji with solving many of its key problems. 6

Village policy and the Ninja Academy

After returning from the Land of Lightning with news that Cloud Village had attempted to capture the Nine-Tails, Tobirama urged Hashirama to destroy Cloud's war-making capability before it threatened Konoha. Hashirama instead ordered an offer of medical aid, illustrating the brothers' opposing approaches to security and peace. 10

Though initially focused on military preparedness, Tobirama accepted Toji's proposal for a Ninja Academy that would train both combatants and medical ninja from clan and civilian backgrounds. 10

Toka's near-loss left Tobirama obsessed with overcoming death itself. He secretly established a laboratory outside Konoha, took prisoners as test subjects, and began developing Reanimation, a forbidden summoning technique intended to return the dead to life. 23

Hashirama discovered the experiments, beat Tobirama, confined him for three months, and destroyed the underground laboratory after salvaging its usable equipment for the hospital and academy. 23 24

Tobirama did not abandon his conviction that forbidden research was necessary to protect Konoha after Hashirama's eventual death. He attempted to recruit Toji and gain access to subjects through Gospel Hospital, but Toji refused to let the hospital become a source of human test subjects. 25 27

Acting Hokage and later activities

When Hashirama left Konoha to train at Shikkotsu Forest, Tobirama became acting Hokage. Hashirama also privately tasked Toji with watching Tobirama for any return to forbidden experimentation. 36

Tobirama attempted to win Toji's cooperation by giving him the Shadow Clone Technique, but Toji continued to reject Reanimation research and the manipulation of life and souls. 38

Following Hashirama's return, Tobirama resumed intelligence work and occasionally taught Toji Water Release, including the Water Dragon Bullet Technique. He was later assigned as the jonin instructor of Team Seven: Sarutobi Hiruzen, Shimura Danzo, and Utatane Koharu. 45 47
