The World Government ruled for 800 years from the Holy Land of Mary Geoise atop the Red Line. Its public authority rested on the Celestial Dragons' status as world nobles and on overwhelming military force; the Five Elders concealed the unflattering history behind that rule. 145
Its member nations paid annual Celestial Gold to the Celestial Dragons in exchange for Marine protection. Nations unable to meet the payment, such as Sphinx before its admission, remained outside the system and did not receive that protection. 34 36
The Five Elders deliberately maintained a balance between pirates and Marines: excessive Marine strength would suppress piracy, reducing member nations' need for protection and undermining Celestial Gold payments. Uncontrollable forces were to be eliminated directly. 68
