Background / History

The World Government ruled for 800 years from the Holy Land of Mary Geoise atop the Red Line. Its public authority rested on the Celestial Dragons' status as world nobles and on overwhelming military force; the Five Elders concealed the unflattering history behind that rule. 145

Its member nations paid annual Celestial Gold to the Celestial Dragons in exchange for Marine protection. Nations unable to meet the payment, such as Sphinx before its admission, remained outside the system and did not receive that protection. 34 36

The Five Elders deliberately maintained a balance between pirates and Marines: excessive Marine strength would suppress piracy, reducing member nations' need for protection and undermining Celestial Gold payments. Uncontrollable forces were to be eliminated directly. 68

After CP0's failed operation in Elbaf, the Five Elders used the Giants' pirate history and alleged connection to the White Wolf Pirates as justification to subjugate Elbaf. They also intended to use the nation as bait for Magnus. 68 69

The Marines and CP0 captured King Harald and seized Elbaf's royal capital in a one-day decapitation strike. CP0 proposed leasing Elbaf to slave traders after eliminating the White Wolf Pirates. 76

Mary Geoise Raid

Magnus's raid during the World Conference killed Celestial Dragons, liberated more than 50,000 slaves, and exposed the Government's inability to secure its own capital. 126 148

When the Government moved against the Eleven Nations Alliance, Magnus attacked Acropolis Port to force an open confrontation and separate his forces from the allied nations. 174

The White Wolf Pirates' alliance fought the Marines, CP Organization, and Knights of God. After the Government's defeat and the capture of its Fleet Admiral and Chief of Staff, Imu ceded Acropolis Port to Magnus while retaining Marine G-1. 176 185 187

Osgood Island and the Conquest Order

The World Government abducted Baltimore's scientists, apparently using Imu's teleportation array, and gathered scientists at Osgood Island to replenish Uranus's energy source. 198 207

Following its failure to secure the scientists or defeat Magnus's forces, Imu accepted the Five Elders' demand for open war and issued the order to conquer White Wolf Magnus. 212

Final World War

The Government mobilized over two million elite soldiers, including one million Marines, allied-nation forces, Holy Land troops, and CP agents. 214

Its inability to compel broad member-nation support weakened the intended numerical advantage: many nations would provide money but refused to send troops against Magnus. 213
