No matter how powerful France was, it could not withstand the combined forces of Europe's nations. If all the European countries joined in applying pressure, France would still have no choice but to slink back.

Expanding territory on the European Continent had never been easy, and the Italian region was no backwater. Dumbledore did not believe Austria lacked ambition.
