Expelling Refugees

After receiving headquarters' orders, Opodo was still rather confused. But after taking a stroll through the streets and seeing beggars everywhere, he understood what was going on.

The main Russian forces were mostly concentrated in Poland. Under normal circumstances, when it came to going out to suppress bandits, it would never have been the turn of the badly battered Fourth Army.
