Population and Layout
- Konoha is described as a large metropolis rather than a simple village, with a population of several hundred thousand and extensive surrounding training grounds, forbidden areas, walls, and barriers. 8 64 371
- The Nine-Tailed Demon Fox's Attack destroyed roughly one-fifth of the village, but reconstruction and clan-resettlement plans ultimately affected more than one-quarter of its total area. 10
- More than twenty ninja clans were ordered to relocate during reconstruction, including the Sarutobi and Shimura clans. 10
- The Uchiha compound was moved to the remote western side of the village. Other clans positioned to its east, north, and south formed a practical encirclement around it. 11
- Naka Shrine, including the Uchiha Clan's underground assembly chamber and stone tablet, remained standing after the clan's departure; Shōji later infiltrated the abandoned site to recover the tablet. 12 336
Government and Institutions
Hokage Administration
Konoha is governed by the Hokage. During Hiruzen's administration, major decisions were commonly discussed with Shimura Danzō, Mitokado Homura, and Utatane Koharu, collectively referred to as the Konoha F4. 97 217
- Sarutobi Hiruzen — Third Hokage; prioritizes village stability, diplomacy, and restraint even when facing internal and external threats. 123 124 245
- Shimura Danzō — Root leader and hardline rival within the administration; repeatedly advocates harsher measures against the Uchiha Clan and acts without Hiruzen's approval. 72 111 340
- Mitokado Homura and Utatane Koharu — senior advisers who generally support cautious investigation and defensive policy. 72 218 422
ANBU and Root
- Konoha's ANBU, the Assassination and Tactical Special Unit, was founded by Tobirama Senju. It expanded from seventy members in four squads to several hundred personnel. 53
- The Uchiha Clan historically had no members in the ANBU until Hiruzen approved Shōji's admission. 48 50
- Root was originally intended to be a single ANBU squad but grew into an independent force under Danzō. 53
- Root's unsanctioned actions—including attacks on the Uchiha and Iwagakure delegations—repeatedly destabilized Konoha's diplomacy and security. 111 340 344
Military Strength
- Konoha retains the largest regular ninja force among the villages, maintaining nearly 20,000 ninja even after years of war and decline. 252
- At maximum mobilization, it can field nearly 20,000 ninja while retaining a necessary village defense force. 347 349
- Major ninja clans provide an estimated sixty to seventy percent of Konoha's combat power. 349
- The Hyūga Clan's Byakugan gives Konoha a major reconnaissance advantage, particularly in large-scale warfare and border surveillance. 340 362
- Konoha's security weakened after the Third Shinobi World War, Minato Namikaze's death, and the Uchiha Clan's secession; Shōji and other infiltrators exploited these gaps during later visits. 336 368
History
Reconstruction and Uchiha Isolation
After the Nine-Tailed Demon Fox's Attack, Konoha began a broad reconstruction program while suspicion fell on the Uchiha Clan because Sharingan were seen in the Nine-Tails' eyes. 8 72 The Uchiha were relocated to the village's western edge under a layout that effectively isolated and surrounded them. 10 11
Despite this distrust, Konoha deployed Uchiha forces to the Land of Hot Springs during rising tensions with Kumogakure. More than 1,300 reinforcements were sent to the region, including 400 to Hot Springs Mountain Outpost. 26 Uchiha combat performance contributed heavily to Konoha's frontline successes. 32 33
Uchiha Secession
Danzō exploited disappearances within Konoha to accuse the Uchiha Clan and propose restrictions on the Military Police. 72 The escalating hostility culminated in the Uchiha Clan's decision to leave Konoha rather than attempt a coup. 107 111
The departure involved two to three thousand Uchiha, including approximately four to five hundred shinobi, and was preceded by a large-scale battle with Konoha forces. 121 Konoha lost nearly 200 elite shinobi, including more than a dozen jōnin, while already facing Orochimaru's defection and pressure from rival villages. 123
Hiruzen ultimately recalled the pursuit force, publicly framing the Uchiha's departure as a “peaceful separation” while prioritizing threats from Iwagakure and Kumogakure. 124 The Uchiha later joined Iwagakure, turning a former Konoha clan into a major external threat. 139 141
Decline and Renewed Conflict
Konoha's loss of the Uchiha, Orochimaru's defection, and repeated security breaches contributed to its continuing decline. 246 336 431 During negotiations with Iwagakure and Kumogakure, Danzō's Root ambushed Shōji's delegation, prompting Iwagakure to prepare for war. 340 344
Konoha later mobilized major forces against Iwagakure at Mount Wuyuan Base, where Jiraiya, Shikaku, and clan forces faced Shōji, Kitsuchi, Han, and Iwagakure's Uchiha. 361 362 The conflict exposed Konoha's enduring manpower and reconnaissance advantages but also its difficulty confronting Kage-level opponents and Iwagakure's growing military power. 357 362
