History

Sarutobi Hiruzen held the office during Baishi's early ANBU career. While handling Baishi's interrogation, Hiruzen abandoned Danzō's demand for an execution after Kushina threatened to unleash the Nine-Tails within Konoha. 6

Baishi began dismantling the Third Hokage's control by blackmailing Hiruzen and Danzō. He obtained control of the Medical Department, immunity from village surveillance, and independent authority over Kushina's security. 112 He later forced Hiruzen to sign an appointment scroll naming “Owl” as Hokage Advisor with authority over ANBU, the Barrier Team, and the Medical Department. 141

As Advisor, Baishi publicly asserted control over Konoha's military and political affairs. He killed the ANBU captains guarding the high council, used Tsunade to enforce his takeover, and demanded that the clan heads recognize a single ruling voice. 143 Although Utatane Koharu and Mitokado Homura were initially treated as remnants of the old order, later events establish that both remained alive and continued to serve as advisors under Baishi's overwhelming authority. 316 448 481

Following Konoha's victory over Kumogakure, Baishi used the Fourth Raikage's vassal contract as leverage against Hiruzen. He forced the Third Hokage to abdicate under threat to his grandson and declared himself the Fifth Hokage. 149 150

Baishi subsequently expanded the practical scope of the office beyond Konoha's village administration. Through the submission of the Daimyo Residence, Konoha assumed control over Kyoto's reconstruction, assets, and financial auditing, with Shikaku Nara supervising the transition. 443 444 His later policies also brought the Land of Fire into direct political and military confrontation with Sunagakure and the remaining old aristocratic networks. 446 481 499

Suppression of Internal Dissent

Baishi rejected the ANBU Power Oversight Amendment and declared opposition to his decisions to be treason punishable by ANBU action. 317 He treated Root as a threat to be exterminated, ordering the Hyuga Clan to identify its bases and personnel for a purge. 331

His rule relies on both fear and selective rewards. After criticizing Hiashi's losses and loyalty, Baishi healed him and enhanced his Byakugan with Yang Release, securing the Hyuga leader's fanatical obedience. 369 370 He later used the Hyuga Clan's disastrous battles against Orochimaru's forces and Kyoto's “Heroic Spirits” to reshape the clan into an unquestioningly loyal instrument known as the Hokage's Blade. 423 425 439

Koharu and Homura continued to contest individual policies, including the ANBU oversight proposal and Baishi's Land of Wind blockade. However, Baishi repeatedly neutralized their procedural challenges through intimidation, confiscated evidence, and the strategic assignment of responsibilities they could not refuse. 316 448 492
