Background / History

Konoha was founded by Hashirama Senju and Uchiha Madara, with the Senju and Uchiha clans forming the village's core. After the First and Second Hokage died, the Senju dissolved their clan structure and many members concealed their identities among civilians; the former Senju compound eventually fell into ruins. 16 17 22

By Konoha Year 52, the village had been severely weakened by the three Great Ninja Wars and the Nine-Tails Incident. Minato Namikaze and his wife had died, Orochimaru had defected after his experiments were exposed, Jiraiya was abroad, and Tsunade had abandoned the village. Hiruzen Sarutobi had resumed the Hokage position while Danzō Shimura operated Root in secret. 2

The return of Senju Qianye destabilized the existing order. The exposure of Danzō's experiments, including his possession of Uchiha eyes, collapsed public confidence in the old leadership and drove major clans toward the rebuilt Senju Compound. 21 27 32

Qianye subsequently gained support from the Uchiha, Hyuga, Nara, and civilian jonin, accepted the Fifth Hokage position, and received the Daimyo's approval for his succession. 37 49

After years of military and institutional expansion, Konoha used the Joint Chunin Exams to display its superiority over the other hidden villages and prepare for a war of unification. Sunagakure submitted voluntarily, while Kumogakure, Iwagakure, and Kirigakure were subsequently defeated or surrendered to Konoha's forces. 103 113 114 129

Following the campaign, Qianye abolished the old multi-village order and established the Unified Empire. Konoha became the Empire's central city, while the former Five Great Nations were reorganized as the Fire, Wind, Water, Earth, and Lightning Provinces. 130

Government and Political Structure

Former High Command

Before Qianye's rise, Konoha was controlled by the Third Hokage and his senior associates:

• Sarutobi Hiruzen — Third Hokage; later abdicated amid the political crisis. 37 38
• Shimura Danzō — Root leader whose human experimentation and theft of Sharingan were exposed before his death. 21 23

Fifth Hokage Administration

The former Kage retained provincial offices but were closely supervised, preventing the restoration of the independent village system. 130

Major Reforms

Public Ninjutsu Access

Qianye made all C-rank ninjutsu available without condition to registered ninjas and Academy students. The policy addressed the disparity between civilian shinobi and clan-born shinobi, whose inherited techniques and bloodlines remained their principal advantages. 66

Academy Standards

The Ninja Academy adopted stricter graduation requirements:

• Proficiency in the Three Body Technique.
• Comprehensive combat ability.
• Mastery of at least one C-rank ninjutsu or taijutsu. 66

Qianye also opposed sending children under twelve to the battlefield, maintaining that adult shinobi should bear the frontline burden rather than treating talented students as expendable soldiers. 74

Merit Point System

The Merit Point system rewards missions and official posts with points exchangeable for ninjutsu, tools, and other rewards. Shikaku Nara was tasked with drafting its detailed regulations. 68 69

Social Policies

Qianye ordered several public corrections to past abuses:

• Hatake Sakumo was exonerated of the disgrace attached to his death. 53

Military and Foreign Affairs

Konoha's new government adopted a far more confrontational diplomatic stance than the previous administration. During ceasefire discussions, Shikaku Nara rejected Kumogakure's demands and emphasized that the defeated village could not dictate terms. 55

When Kumogakure attempted to abduct Hyuga Hanabi for her Byakugan, Konoha's Hyuga forces eliminated the infiltrators. Qianye returned their bodies and the peace treaty, provoking the Fourth Raikage into launching an invasion. 57

At the Land of Fire border, Qianye defeated Kumogakure's 5,000-man force, captured both the Fourth Raikage and Killer B, and ended the conflict in less than half an hour. 59 60 61

The resulting settlement provided Konoha with:

• Two chakra mines.
• Ten A-rank Lightning Release secret techniques.
• Custody of the Raikage and Killer B under the agreement. 64

Unification War

Imperial-Era Development

Konoha's education reforms produced an unusually strong generation of shinobi. During the Joint Chunin Exams, Konoha candidates claimed thirty-seven qualifying positions in the initial stage and seven of the final top-ten slots, alarming the leaders of the other major villages. 103 105

The village's infrastructure also expanded with broad roads, extensive commerce, new public training areas, and accessible facilities for civilian shinobi. By this period, Konoha's prosperity and defensive strength were sufficiently conspicuous to impress or intimidate visiting foreign delegations. 97 99 100

Following the return of natural energy to the Ninja World, Konoha's central government ordered all five provinces to enter the highest level of combat readiness. The measure addressed the appearance of mutated creatures and possible geographical changes while the Empire investigated the benefits of the new natural-energy environment. 141 142
