Return to a Changed Konoha

Jiraiya returns after hearing of Danzo’s death and Qianye’s rise to Hokage. He first investigates in secret, intending to act if Konoha has fallen into disorder. Instead, he witnesses Qianye’s destruction of Kumogakure’s five-thousand-man force and recognizes that direct resistance would be futile. 71

His survey of Konoha changes his view further. He sees clan and civilian shinobi competing under the Merit Point system, Uchiha police helping civilians with minor missions, and Naruto openly accepted by the village. He concludes that this is the Konoha he had wanted to see. 72 73

Crisis of Ideals

Jiraiya’s acceptance is shaken when Orochimaru returns as head of the Research Department. He sees Orochimaru’s work being openly supported by Konoha’s leadership and major clans, while civilians praise the medical advances it has produced. 88

He argues with Hiruzen over the village’s new pragmatism, but Hiruzen admits that Qianye has made Konoha stronger and more prosperous than any prior Hokage. This leaves Jiraiya increasingly isolated in his beliefs. 89 90

The Changed Prophecy and Confrontation with Qianye

At Mount Myoboku, the Great Toad Sage reveals a prophecy of a giant tree representing Qianye: it will dominate the Ninja World and bring peace through absolute rule rather than mutual understanding. Jiraiya is devastated that the predicted peace contradicts his life’s work. 91

After seeing Konoha continue to improve, Jiraiya confronts Qianye directly. He condemns Qianye’s proposed world unification as tyranny, while Qianye denounces Jiraiya for pursuing abstract ideals without materially helping ordinary people. 93 94

Jiraiya cannot change Qianye’s mind, but chooses to remain vigilant. Qianye then sends him to find Tsunade, whose medical ninjutsu is needed for the approaching war. 95 96

Land of Rain and Nagato

Jiraiya accompanies Qianye, Kakashi, and elite Anbu to the Land of Rain after learning that Nagato leads Akatsuki. Qianye gives him two hours to convince his former student to surrender. 122

In Amegakure, Jiraiya finds Nagato transformed into the leader of the Six Paths of Pain and discovers that Yahiko’s corpse is being used as the Deva Path. He tries to persuade Nagato that Qianye’s unification plan offers a more viable path to peace than Akatsuki’s reign of terror. 123

Nagato rejects the proposal, arguing that Qianye would become an unchecked dictator. Jiraiya refuses to leave and fights in Sage Mode, but Pain’s abilities overwhelm him until Qianye intervenes. 124

Nagato’s Survival

After Black Zetsu extracts Nagato’s Rinnegan, Nagato is left critically injured and near death. Konan begs Qianye to save him, while Jiraiya also appeals for mercy on behalf of his former student. 127

Qianye agrees to heal Nagato through Sage Art: Life-Saving Reversal on the condition that Akatsuki is disbanded and Nagato is confined in Konoha’s maximum-security prison. Jiraiya accepts those terms, regarding Nagato’s survival as mercy already beyond what his crimes would normally permit. 127
