After learning of Chiba's rise and the changes in Konoha, A placed Kumogakure on Level One combat readiness, treating the new Hokage's power as a potential threat. 48

Invasion of the Land of Fire

A led Kumogakure's army to the Land of Fire border alongside Killer B, the Eight-Tails' jinchuriki. Chiba chose to confront both of them alone. 58

Chiba's Wood Human Technique caught and redirected Killer B's Tailed Beast Bomb. When A launched a last Lariat attack, Chiba activated Sage Mode and used Sage Art Wood Release: True Several Thousand Hands, decisively defeating Kumogakure's forces. 60

Governor of Lightning Province

Following Chiba's unification of the Ninja World into the Unified Empire, A accepted the position of Lightning Province's governor. His administration, military, and economy were placed under imperial supervision through Konoha personnel stationed in key provincial offices. 130

Three years into the Empire, A struggled with the paperwork required by provincial administration, preferring direct action to governance. When bandits appeared near the Valley of Clouds and Lightning, he immediately ordered Killer B to deal with them. 134

During the natural-energy surge, A reported that Lightning Province's mutated lightning beasts were too violent to domesticate. He ordered them slaughtered for meat, which strengthened the physiques of the province's militia. 143
