Background / History

Konoha was established by Senju Hashirama to end the warring-clan era and pursue peace. Its founding ideal, the Will of Fire, calls on villagers to treat one another as family and put the village above clan interests. 51

The Senju clan gradually integrated into village life under Hashirama's policy and Tobirama's implementation, with many Senju abandoning their surname and clan identity. The remaining Senju compound later fell into disrepair, though it remained the home of Mito Uzumaki and her family. 53 56

Konoha endured major losses in the First Shinobi World War. Senju Tobirama sacrificed himself as a decoy to secure the younger generation's retreat from the Gold and Silver Brothers. 2

Under the Third Hokage, Konoha retained considerable military strength through figures such as the Sannin, Hatake Sakumo, major clans, the Anbu, and the Council of Elders. 8

Government and Institutions

Hokage Administration

The Hokage directs Konoha's military response, diplomatic policy, intelligence priorities, and major personnel assignments. Hiruzen Sarutobi mobilized the village during the conflicts with Sunagakure and Amegakure, while Liuxia later guided inter-village diplomacy and alliance building as Fourth Hokage. 55 141 167

Council of Elders and Root

Konoha's Council included Danzō Shimura, Torifu Akimichi, Koharu Utatane, and Homura Mitokado. The Council advised the Hokage but frequently clashed with Hiruzen and later Liuxia over security, the Uchiha, and the use of powerful shinobi. 11 86 135

• Danzō was stripped of authority after being implicated in actions harmful to Konoha's interests; he later became an SSS-rank rogue ninja after conducting forbidden Kekkei Genkai experiments. 65 130

Anbu

The Anbu are Konoha's clandestine force and the Hokage's most trusted subordinates. They deliver urgent intelligence, conduct high-level security duties, and carry out sensitive orders. 44 55

Ninja Academy

The Ninja Academy was founded during Tobirama Senju's administration to reduce the clans' monopoly on ninjutsu. It later evolved into an institution that trained civilian ninja as well as clan heirs. 22

• Standard peacetime enrollment begins at age six and lasts six years. 22

• Early graduation requires practical combat against an experienced Genin in addition to written, technique, and tool-proficiency examinations. 22

Konoha Military Police Force

The Uchiha clan traditionally held responsibility for the Konoha Military Police Force. As Fourth Hokage, Liuxia proposed reforms that opened the force to other ninja and allowed Uchiha members to enter departments such as the Anbu. 135 136

Konoha is a large, active settlement with commercial streets, ninja-equipment stores, dessert and accessory shops, restaurants, and a dedicated commercial district. 24 37
