Background / History
The Canal Gang is one of Shen City's three dominant underworld organizations, alongside the Blue Society and Hong Association. Its warlord backing places it in direct political and territorial rivalry with the other gangs, whose patrons include concession foreigners and financial magnates. 3
The gang controls extensive Lower District territory and operates through a strict hierarchy. Its businesses include loan-shark debt collection, protection rackets, gambling dens, brothels, flower boats, opium, smuggling, territorial management, and legitimate-seeming ventures such as dance halls. 2 36
Dragon River Pier lies within the gang's sphere of control. Canal Gang personnel patrol the pier and collect protection money there, while the gang's leadership coordinates with the Police Department when the Water Ghoul threatens commerce and public safety. 6 9 10
Hierarchy and Promotion
Low-level members perform dangerous work such as debt collection, venue guarding, protection-fee collection, territorial fighting, corpse disposal, and pier patrols. Leaving the organization without permission is treated as a grave breach of gang rules. 2 3
The ordinary path upward runs from bottom-rung thug to core member, then minor leader, territorial or business manager, elder, standing elder, and potentially gang leader. Advancement depends on a superior's recommendation, expanding one's territory or business, and increasing payments remitted to the gang. 27
A secret alternative route allows a candidate recommended by an elder to become a core member by resolving difficult problems for the gang. Core members formally pay respects to the founding patriarch and are entered into the gang register. 28 35

When a Water Ghoul begins killing people around Dragon River Pier, the Canal Gang becomes involved because the pier is within its territory. Gu Changqing meets Police Captain Li Lei to determine a response. 6 10
Gu rejects the use of foreign rifles, judging that ordinary firearms cannot harm the beast and may provoke it into coming ashore. He instead supports sacrificial offerings as a temporary measure while experts capable of confronting it are sought. 10 12
