"Second, we must promote the idea that small countries should not covet advanced technology, but should instead diligently manage their existing industries. This is easy enough to justify. For example, small countries have limited capabilities and certainly cannot compete with great powers in technological development. By giving it up, they can use the money to improve the lives of their people instead.
