History

The World Government holds authority across vast territories and has endured for eight hundred years. Its military influence is extensive, although the Marines cannot suppress the entire sea or freely dominate the New World. 8 225

Its leadership repeatedly treats research into the Void Century and ancient history as an existential threat. After the Navy uncovered Ohara's research, the Five Elders authorized a Buster Call against the island. 79 96 The organization also sought to recover Vegapunk and other scientists; if retrieval proved impossible, the Five Elders ordered their deaths. 89

Nangong Yan's kidnapping of a Celestial Dragon created a major precedent: the Government paid one billion Beli, Haki cultivation methods, Seastone, a Supreme Grade Blade, and Devil Fruit-fusion technology to secure the hostage's release. It then issued Nangong Yan a one-billion-Beli dead-or-alive bounty and activated its intelligence networks to find him. 15

Following Roger's execution and the resulting growth of piracy, the Five Elders instituted the Seven Warlords Plan. The policy licensed selected powerful pirates to plunder legally, intending to make pirates fight one another while reducing Marine casualties and Government spending. 89

The World Government regarded the Revolutionary Army as a greater long-term danger than the Four Emperors because its ideology threatened the foundation of its rule. Following the Mary Geoise slave revolt, it intensified suppression efforts and raised Dragon's bounty to five billion Beli. 131 170

Golden Lion Shiki's public declaration of war forced the Government to concentrate its highest military leadership at Mary Geoise. Shiki's assault, followed by Nangong Yan, Vegapunk, and Red Count Red's coordinated attack, devastated its combined Navy-Army force and destroyed Mary Geoise. 276 280 The Government subsequently launched exceptional recruitment to replenish its forces, but the Five Emperor crews disrupted the campaign across the Grand Line and Four Blues. 281 282

Five Elders

Control of Piracy

The Government issues bounties, conducts global manhunts, and uses the Marines to contain pirates. Nangong Yan's Celestial Dragon hostage crisis prompted a worldwide bounty and intelligence operation because the Government feared further kidnappings and extortion attempts. 15

The Seven Warlords Plan was designed to contain the growing pirate population by granting selected pirates legal licenses to plunder. The Five Elders accepted its side effects as worthwhile if it reduced pirate growth, Marine losses, and expenditure. 89

Information Control

The World Government considers unfavorable reporting a threat to its authority. It circulated newspapers smearing the Demon Emperor Pirates after the Dressrosa conflict, exaggerating pirate losses and minimizing Marine casualties. 114

During Golden Lion's war, it answered Morgans's broadcast with a worldwide Marine broadcast, intending to publicly demonstrate its absolute strength by killing Shiki before a global audience. 276

The open seizure of Dressrosa, a Government member nation within the Navy's sphere of influence, led the Government to dispatch Aokiji, Kizaru, and Akainu. Doflamingo's possession of a secret concerning the Government and Celestial Dragons forced it to yield and grant him a Shichibukai position, while limiting the confrontation to a show of force rather than full-scale war. 114

By the aftermath of Mary Geoise, the Government viewed the Demon Emperor Pirates as its second-most-serious threat after the Revolutionary Army. 296

Revolutionary Army

The World Government considers the Revolutionary Army especially dangerous because its call for equality and freedom challenges the legitimacy of the existing order. 131 170

Golden Lion Shiki

Golden Lion became the first pirate to openly declare war on the World Government. The Government recalled Marines, fortified Mary Geoise, assembled its senior leadership and Admirals, and sought to crush him publicly to deter further resistance. 275 276

Although its experts blocked the final combined assault from Nangong Yan's group, the energy storm reduced the surviving combined force from approximately 100,000 personnel to fewer than 10,000. 280
