History
When the Statute of Secrecy was first being established, the newly formed British Ministry sent a delegation to William III and Mary II seeking legal recognition and protection for wizards. The Muggle monarchs refused; British wizards subsequently joined the wider magical world in erasing public traces of magic and living under secrecy. 275
By the period of Cornelius Fudge's administration, the Ministry is depicted as politically divided and vulnerable to pressure from pure-blood families, the Wizengamot, and its own senior officials. Its handling of the Chamber of Secrets crisis damaged its public standing, while its response to Sirius Black's escape involved deploying every available Auror. 139 168
Fudge's government also pursued increasingly confrontational measures against Dumbledore and his allies. Lupin was arrested during the holidays, and Fudge later removed Dumbledore as Chief Warlock of the Wizengamot and as the United Kingdom's Wizards' Union representative. 186 422
Tver Foley gradually built an extensive network within the Ministry through allies in senior offices, the Auror Office, and the Department of International Magical Cooperation. Following Fudge's resignation, Barty Crouch became Minister for Magic, though Ministry policy and even Crouch's public address were heavily shaped by Tver. 265 503 512 514
Under this new arrangement, the Ministry became the principal organized force opposing Voldemort and the Death Eaters, reducing the Order of the Phoenix's former necessity as an independent front-line force. 523

Enforcement and Secrecy
Aurors
Aurors serve as the Ministry's magical police force, specializing in Dark-magic investigations and the arrest or detention of Dark wizards. 95
- Applicants require a Defence Against the Dark Arts qualification and N.E.W.T. certificates in four additional subjects, each at least an E — Exceeds Expectations. 479
- Candidates must also pass demanding personality and aptitude tests. 479
- During operations against Death Eaters, Auror intelligence identifies likely movements while Muggle police verify locations and provide broader communications and manpower. 507
- Aurors lead responses to highly dangerous magical incidents; less dangerous cases may be handled by the Department of Magical Law Enforcement Patrol. 438
Statute of Secrecy Response
When Muggles witness magic, the Ministry ordinarily deploys a multi-department response team.
- The incident is assessed for danger. 438
- Aurors lead highly dangerous cases, while the Law Enforcement Patrol handles moderate threats. 438
- The Memory Obliviation Command erases witnesses' memories regardless of threat level. 438
- The International Confederation of Wizards oversees national enforcement of the Statute and holds the sole authority to interpret it, although it cannot maintain its own Auror force. 422
Magical-Creature Policy
The Ministry's treatment of werewolves is portrayed as limited and reactive. Aurors periodically suppress unrest, but the Ministry is unwilling to finance widespread distribution of costly bracelets that could greatly reduce werewolves' danger during transformations. 209
Headquarters
The British Ministry is located underground beneath Whitehall in Westminster, London, near major Muggle government departments. 495
- A designated area handles Portkey arrivals and departures. 434
- Green-lit fireplaces provide Floo-network transport, while open space between them is used for Apparition. 434
- Lifts connect the entrance hall to the Ministry's departmental levels. 434
- The entrance hall contains a golden fountain depicting a wizard and witch elevated above a centaur, goblin, and House-elf, whose worshipful poses visibly reflect wizarding superiority. 434
Joint Action Office
The Ministry receives and implements the International Confederation's proposal to create Joint Action Offices linking magical and Muggle authorities during cross-world crises. 434
- The Offices combine Aurors and Confederation representatives with personnel chosen by Muggle governments. 432
- Magical incidents remain the responsibility of magical personnel, while Muggle matters remain under Muggle-government control. 432
- In the United Kingdom, the Office assists the Ministry in containing secrecy breaches caused by Voldemort, giants, and other threats. 438 450
- The Ministry retains jurisdiction over the Office's wizard members; governments are not permitted to command those wizards outside the Office structure. 520
- Joint Action Office operations are submitted directly to the International Confederation for review, rather than solely through local Ministries. 515
