Background / History
The World Government was founded roughly eight centuries before the main events. Its founding is associated with the twenty kingdoms commemorated by statues in Mary Geoise, while its modern hierarchy is centered on the Celestial Dragons and Pangaea Castle. The organization is also connected to the destruction of Reykjavík seven hundred years earlier, an event tied to knowledge it did not want exposed. 78 336 348
Its authority depends on affiliated nations paying the Heavenly Tribute in exchange for Marine protection. At the time of the Reverie, it had 134 affiliated nations, fifty of which sent representatives to Mary Geoise. Nations unable to pay the tribute remained outside the system and generally lacked Marine protection. 336 340
The Great Pirate Era strained the Government's ability to maintain control. Following Roger's execution, rising piracy forced it and the Marines to reinforce the Grand Line and New World, while pirate offensives eventually compelled a large-scale Marine withdrawal from the New World. 50 73 212
During the Reverie, the World Government attempted to expand Marine presence through the World Military Draft and later introduced the Shichibukai system. Both measures exposed friction with member nations and within the Marines. 339 344 346
Fire Dragon Ye Mu's invasion of Mary Geoise marked a major public challenge to its rule. After he declared war on the World Government and Celestial Dragons, threatened the Holy Land with a meteor, and demanded the liberation of its slaves, the Five Elders accepted a temporary compromise to limit the damage to the Government's prestige. 348 351 353 356

Policies and Operations
Heavenly Tribute and Membership
- Affiliated nations are required to pay the Heavenly Tribute, often placing severe financial pressure on their populations. 138 352
- The Marines' protection is tied to World Government membership; many poorer islands and nations cannot afford entry and remain exposed to pirates and traffickers. 340
- The Celestial Dragons occupy the Red Line and control the overwhelming majority of the world's land and resources, while most people live among scattered island nations. 340
World Military Draft
The World Military Draft Plan proposed establishing Marine bases in member nations, with each nation funding construction and maintenance while the Marines provided protection and recruitment infrastructure. More than half of the represented nations opposed the proposal over cost, concerns about uncontrolled military bases, and economic reliance on piracy. 339
Shichibukai System
- The Government offered selected pirates legal plunder and freedom from interference in return for compulsory summons and a share of their income. 344
- The recruitment plan provoked widespread pirate violence as candidates fought to gain the fame, strength, and forces needed for selection. 344
- The system was later abolished amid shifting pirate alliances and the Government's changing military strategy. 485
Information Control and Repression
- Cipher Pol agents occupied Baterilla Island's council hall and detained growing numbers of pregnant women and infants for investigation. 248
- CP9 commander Spandine concealed the loss of Dyna Stones through false reports, leaving the Five Elders unaware until Ye Mu used the weapons during his invasion of Mary Geoise. 351
- The Five Elders later planned a “great cleansing” and ordered CP0 to bring Nefertari Vivi to Mary Geoise. 467
Resources and Military Assets
- Marines — The Government's principal armed force, deployed across Marine Headquarters, regional branches, and member nations. 423 512
- Cipher Pol — Intelligence agents used for espionage, security, infiltration, and protection of Celestial Dragons. 248 351
- SSG and Seraphim — Advanced military assets revealed during the campaign against former Shichibukai Gecko Moria. 486
- Member-nation armies — Kong requisitioned royal armies from affiliated nations to reinforce Marine bases and expand the Government's war capacity. 512
- National Treasure of Mary Geoise — A concealed power connected to Uranus that can manipulate sea levels and affect Devil Fruit users through the sea; its prior activation is linked to catastrophic global floods. 472 475
