Background / History
Sengoku served as a Marine admiral and one of the organization’s foremost combatants. He was known for steadiness, composure, and strategic judgment, and maintained a longstanding friendship and rivalry with Garp. When informed that a Celestial Dragon had been killed, Sengoku reacted with visible panic and immediately dispatched Borsalino to capture the responsible rookie pirates. 21
His faith in Marine justice was badly shaken by the Baterilla Island purge. Sengoku participated in the operation to conceal a Cipher Pol scandal and the fact that pirates had saved the island, despite being unable to morally justify punishing its people. Kong regarded Sengoku’s willingness to obey even when doubtful as a quality favored by the Five Elders, and selected him to succeed as Fleet Admiral. 280
After accepting Kong’s promotion, Sengoku pursued Golden Lion Shiki during the Impel Down crisis. There, he confronted Ye Mu over his connection to Rocks D. Xebec and fought him in Freezing Hell. Ye Mu’s accusations regarding the Celestial Dragons, tribute money, and the Marines’ complicity forced Sengoku to confront the contradictions in his ideal of “Justice That Reigns Over the World.” 283 285 286
Sengoku ultimately fought Ye Mu at full strength, escalating from his Great Buddha form to Deva and a Haki-infused ultimate form. Ye Mu’s awakened Devil Fruit powers eventually defeated him, leaving Sengoku severely injured and mentally distressed. Zephyr temporarily led the Marines while he recovered. 291 293 294 299
Upon formally taking office as Fleet Admiral, Sengoku organized the Marine response to the Sky Pirates, including plans to find Ye Mu, establish a world military draft, recruit new Marines, and prepare for the Reverie. 323 324
Personality
Sengoku is disciplined, calculating, and strongly committed to preserving order. He views the Marine–World Government system as the foundation of global stability and has historically accepted grave sacrifices to protect it. 286
This commitment is paired with deep moral conflict. Unlike Garp, Sengoku struggles to reject orders outright; he suppresses his doubts with reason and duty, even when he knows an action is wrong. The Baterilla incident and Ye Mu’s criticism leave him increasingly unable to reconcile his justice with the World Government’s conduct. 280 285 286
As Fleet Admiral, he is a meticulous commander who values intelligence control, contingency planning, and strategic advantages. During the war against the Sky Pirates, he attempted to exploit Ye Mu’s reluctance to slaughter opponents under a worldwide broadcast and authorized concealed operations through Cipher Pol. 374 391 404
Despite his pragmatism, Sengoku refuses to abandon Marine personnel. He fought Ye Mu directly to protect his Marines, accepted a truce when further resistance would cost more lives, and later openly defied the Five Elders when their actions endangered the Navy and ordinary soldiers. 294 417 560
Abilities & Skills
Mythical Zoan: Human-Human Fruit, Model: Great Buddha
Sengoku can transform into a massive golden Buddha, granting overwhelming physical power and shockwave-based attacks.
- His complete Great Buddha transformation is identified as the Bodhisattva form, representing his “good self.” 291
- The form’s shockwaves can devastate Freezing Hell, the surrounding sea, and targets protected by powerful Haki. 287 289
- Sengoku’s golden Buddha form is regarded as one of the Marines’ highest combat powers. 287
- He can use the form as a golden giant Buddha in later conflicts, including his battle against Fisher Tiger. 556
Buddha’s Three Bodies
Sengoku’s Devil Fruit has three forms: Bodhisattva, Deva, and Asura.
- Bodhisattva — his standard complete Great Buddha form, associated with benevolence and his former commitment to not killing pirates. 291
- Deva — his “true self” form, used against Ye Mu after abandoning his no-kill principle. 290 291
- Asura — described as the “evil self” among the Three Bodies; its direct use is not documented in the provided material. 291
Haki
Sengoku possesses powerful Armament and Conqueror’s Haki befitting a top Marine combatant.
- His shockwaves can be fused with Armament Haki, allowing them to break through Ye Mu’s defenses. 287
- He can infuse his attacks with Conqueror’s Haki, a technique used only after acknowledging Ye Mu as a serious threat. 287 288
- During the Golden Crow Island war, Sengoku’s resolve drove a further surge in his Conqueror’s Haki, surpassing the strength he displayed during the Impel Down battle. 414
- His Haki and Devil Fruit could be combined into a dark, menacing ultimate Buddha state marked by black lightning, dark clouds, and spiral markings. 293
Strategic Command
Sengoku is an experienced military planner and intelligence coordinator.
- Kong selected him as successor partly for his strategic ability. 280
- He ordered strict compartmentalization of the Sky Pirates war plan to prevent leaks between commanders. 374
- He assessed enemy Devil Fruit users, fleet structures, recruitment, hidden alliances, and the strategic threat posed by Ye Mu’s Float-Float Fruit. 337 351 375
- He recognized when the Marine position was untenable, including during the Mary Geoise hostage crisis and the conclusion of the Rainbow Kingdom war. 351 417
Equipment / Items
- Golden Transponder Snail — kept in a locked desk drawer after Sengoku assumed the Fleet Admiral position. 324
- Den Den Mushi communications — uses Marine communication snails to receive reports, issue deployment orders, and coordinate operations. 21 404
Relationships
- Monkey D. Garp — longtime friend and fellow Marine powerhouse. Garp’s independence contrasts with Sengoku’s obedience to duty, but he repeatedly supports Sengoku during crises and helps him uphold the Navy’s “true justice.” 21 280 299 560
- Kong — former Fleet Admiral and Sengoku’s predecessor. Kong chose Sengoku to succeed him, believing Sengoku could implement his justice from within the Marines. 280 514
- Tsuru — trusted senior Marine officer and strategic adviser. She participates in Sengoku’s high-level planning and shares his concern over Marine and Cipher Pol corruption. 323 378 514
- Zephyr — fellow admiral and alternative candidate for Fleet Admiral. Their differing approaches to justice contributed to Zephyr’s rejection as Kong’s successor. 280 346
- Borsalino — subordinate whom Sengoku repeatedly deploys in major operations, including the Impel Down pursuit and later strategic assignments. 280 283 521
- Ye Mu — principal pirate adversary whose power and ideological challenges repeatedly force Sengoku to reconsider his justice. Ye Mu defeated Sengoku at Impel Down, then later confronted him again during the Golden Crow Island war. 285 294 406 414
- The Five Elders — Sengoku’s nominal superiors within the World Government. Their disregard for Marine lives and revival of Rocks ultimately caused Sengoku to openly reject their authority. 351 559 560
- Rocks D. Xebec — a legendary enemy from Sengoku’s past. Sengoku recognized the danger of Rocks’ revival and refused to treat him as a mere World Government weapon. 558 559 560
