History
Bloody Mist era
Before the Third Shinobi World War, Kirigakure had begun marginalizing bloodline clans such as the Hōzuki and Yuki while the Seven Ninja Swordsmen operated near the ruins of the Land of Whirlpools. Coup against the Third Mizukage
The wartime death toll—over a thousand Hidden Mist ninja—combined with the Third Mizukage's intention to intensify purges after defeat, drove the village's factions toward rebellion. Senior elder Genji and Three-Tails jinchūriki Karatachi Yagura formed the core of the opposition. 43
The coup secured support or neutrality from key factions:

Soon after the coup, Uchiha Narong entered the reorganized ANBU under the fabricated identity of a civilian orphan and adopted the codename Crow. Black Zetsu arranged his records and replaced a dead ninja with a similar appearance, allowing him to enter Yagura's personal guard. 45
Narong used false reports concerning the rogue Six-Tails jinchūriki Utakata to lure Yagura into an isolated confrontation.
