Politically, Nitocris established a centralized system and governmental institutions, abolished the governor system, and adopted a prefecture-and-county system. Local administrative bodies were divided into two levels: prefectures and counties. The main officials of prefectures and counties were appointed and dismissed by the central government, while generals, provincial governors, and county magistrates were not subordinate to one another. This strengthened the central government's control over local areas and reduced the risk of fragmentation.

Nitocris was also the creator of the world's first relatively complete written code of law. Its establishment further weakened the rights of the nobility and protected the interests of commoners, exerting a profound influence on the later establishment of legal systems in Greece, Rome, and even the entire West.

Nitocris recognized talent and appointed people based solely on merit, regardless of background. To allow more capable people from commoner backgrounds to serve her, Nitocris pioneered a bureaucratic examination system, replacing the old practice of selecting officials from among the nobility. She also required that all talented people pass specific examinations before they could become officials.

At the same time, she compiled many textbooks specifically for bureaucrats to study and established schools dedicated to teaching.

These textbooks covered theology, mathematics, astronomy, geography, agriculture, engineering, and more. Both the bureaucratic examination system and these works themselves had a profound impact on later Egypt.

Economically, Nitocris used a series of measures to promote the development of commerce, making Egypt the commercial center of the surrounding regions at the time.

She recast gold coins bearing her own portrait and established bank-like financial institutions where people could deposit property 703 and take out loans.

By building roads and extending loans to small merchants, Nitocris brought Egyptian commerce to its peak. Merchants from neighboring countries flocked to Egypt to conduct all kinds of business.
