Organization and Command
- The Outer City Patrol Bureau is led by one bureau chief and two deputy bureau chiefs. Beneath them are patrol squads, each commanded by a captain and vice-captain, with group leaders serving below the vice-captains 13.
- The Fourth Squad includes at least six groups; during the operation against underground boxing venues, its six groups were divided into two action groups 290.
- Wen Lujia rose from deputy captain of the Fourth Squad to its captain, while Hu Guangzhong advanced from Second Squad captain to deputy bureau chief 43 47.
- Ma Jincheng serves as bureau director. Wei Hui and Hu Guangzhong are deputy directors by the time of the large-scale purge operation 156 292.
- Promotions are publicly announced on the bureau notice board, including Yuan Bo's appointment as First Squad captain and Xiao Wang's later advancement to group leader 209 313.
- Internal advancement is influenced by ability, merit, seniority, and personal connections. Wen Lujia explicitly prioritizes ability over seniority when appointing Xiao Wang as deputy group leader 209 263.
Facilities and Equipment
- The bureau headquarters is a large, aging six-story building with a courtyard, sheds, armed gate guards, and frequent jeep traffic subject to inspection 19.
- Six armed guards are regularly stationed at the main entrance; visitors and personnel without recognized identification are questioned and verified before entry 19 44 49.
- Personnel receive uniforms, work badges, combat gear, weapons access, and walkie-talkies after onboarding 50 51.
- The bureau maintains an armory and firearms training hall. Officers may requisition cold weapons, while firearm permits require separate registration, testing, training, and financial expenditure 51 63 209.
- Officers use civilian clothing, bulletproof vests, walkie-talkies, firearms, and cold weapons for reconnaissance and high-risk field operations 115.
Recruitment and Personnel
- The Patrol Bureau mainly recruits graduates of firearms-based military and police schools, while accepting a smaller number of martial-arts academy graduates 13 221.
- Group leaders are generally elite military-police academy graduates, though some come from martial-arts academies 13.
- An internship can be used to reserve a position for a promising student before graduation. Xiao Wang entered through this route, receiving 5,000 Federation Credits monthly—70% of a full employee's pay 46 47.
- Full employees earn at least 10,000 Federation Credits per month, making the bureau one of the most sought-after employers in the Outer City 47 82.
- The bureau established a formal requirement for high-school interns to become full employees: at least two third-class merit citations 156.
- Field personnel can transfer between groups and departments. Wei Zi transferred from firearms instruction to field operations after receiving approval from Deputy Director Wei Hui 312.
- The bureau values teamwork as a core operational principle; Wei Hui states that its ability to maintain order rests on coordinated teams rather than any one officer's strength 312.
Duties and Authority
- The Patrol Bureau patrols Yuanshan Outer City, responds to armed incidents, pursues wanted criminals, investigates serious crimes, performs surveillance, and conducts arrests 42 115 196.
- Its uniform and vehicles carry substantial deterrent value in the Outer City; people on the streets retreat from bureau jeeps, and local criminals recognize the authority of a captain's identification badge 23 48.
- The bureau may issue rewards for wanted criminals and reimburse medical expenses when civilians are injured while assisting in an arrest 43.
- During missions, officers are instructed to capture suspects alive where possible, but may kill when their own safety is threatened 282.
- The bureau's authority is limited in Inner City political struggles. Hu Guangzhong states that it should not interfere directly in the Inner City's power conflicts 158.
Operations
Wanted Criminal Capture
Xiao Wang assisted bureau officers in capturing a wanted criminal after intercepting him during a chase. Wen Lujia confirmed that he could claim the posted reward, and the arrest was subsequently reported in the news 42 43.
Red Dragon Gang Investigation
The bureau conducted surveillance and reconnaissance against the Red Dragon Gang, which was considered the Outer City's largest destabilizing force. Multiple teams later surrounded the gang's mountaintop position, where leader Ji Kun identified Inner City Councilor Zang Haotian as his superior before being shot during an attempted attack 98 115 153.
Murder of Guan Zhongnan
After Captain Guan Zhongnan was murdered, the bureau mobilized personnel to secure the crime scene, analyze the evidence, conduct a city-wide search, and offer rewards for information on the killer 177 178. Its investigation determined that Guan was killed by a martial artist with strength above 600, while gunshots were inflicted after death 178.
A later interrogation produced a confession from a witness-connected thug, prompting the bureau to dispatch teams against the other suspects 184.
Defective Gene Serum Arrests
The bureau launched a nighttime operation against suspects distributing defective gene serums, which caused martial artists to become violently uncontrollable. Wen Lujia emphasized preparation, coordination, and team safety before deployment 282.
Underground Boxing Venue Purge
Nearly all field personnel from Teams One through Six were mobilized to purge criminal organizations connected to underground boxing venues. The operation targeted the operators rather than the fighters and received support from the Inner City Special Affairs Bureau 288 290 292.
Group One Reorganization
After the loss of Group One personnel, the bureau transferred its leader to logistics and appointed Xiao Wang to reorganize the group. He was authorized to recruit personnel, bringing Wei Zi into field operations and later recruiting Chu Wenlong for his information-gathering ability 310 312 314.
Public Standing and Controversy
- The Patrol Bureau is viewed as one of the best employment options for poor Outer City residents because of its wages, status, weapons access, and institutional protection 13 47.
- Guan Chaoyang derisively describes it as the Outer City's “biggest gang” and “biggest violent institution” 13.
- Businesses in the Outer City often rely on connections to the Patrol Bureau, gangs, or Inner City interests for protection and stability 28.
- Shop owners cultivate favorable relationships with patrol officers by offering cigarettes and other benefits, suggesting routine informal exchanges between local businesses and bureau personnel 196.
- The bureau has made many enemies through its enforcement activities. Officers acknowledge that its personnel—especially captains and leaders—face constant risk of retaliation 177 181 196.
- Captain Guan Zhongnan's murder demonstrated that even the bureau's strongest officers could be targeted, challenging its deterrent authority in the Outer City 177 183.
