Background / History
Konoha was founded with the participation of the Uchiha Clan; fifty-seven years later, the clan remained one of its oldest and most influential shinobi families. The Second Hokage established the Konoha Military Police Force and granted the Uchiha autonomous control of it, including powers that originally extended beyond ordinary village security. 21 26
Following the Nine-Tails Rebellion, distrust toward the Uchiha Clan intensified. Root surrounded the clan compound under Danzo’s order, preventing the Uchiha from joining the battle; afterward, the village relocated the clan to its present district. Under the Third Hokage, the Military Police Force’s former authority was gradually reduced until it largely handled local security. 15 16 21
By the time Uchiha Yushu became clan head and Military Police Force chief, Konoha was divided between the Hokage faction, the independent shinobi clans, and the village residents. Uchiha Political Crisis
The village’s pressure on the Uchiha escalates after Root’s attempt to abduct Natsuri. Hiruzen subsequently orders Uchiha forces, including Yushu, toward the border and initially requires Natsuri and Sasuke to leave the Ninja Academy. 5 6
Yushu instead takes control of the Uchiha Clan and the Konoha Military Police Force. He secures Hiruzen’s signature recognizing the Uchiha’s autonomous administration of the force, intending to restore powers lost since the Second Hokage’s era. 16 19 21
