History
Early era and First Shinobi World War
Following Senju Hashirama's death, the agreements among the Five Great Nations gradually collapsed. Konoha entered the First Shinobi World War after conflicts involving Cloud, Rock, and Mist escalated. 12
The Second Hokage, Senju Tobirama, was killed while covering his subordinates' retreat from Kinkaku and Ginkaku's elite force. Sarutobi Hiruzen succeeded him as the Third Hokage after the war subsided. 12
Konoha's Ninja Academy held its first official enrollment when Tsunade and Kitahara Kaede were children. Its students included heirs and scions from prominent families, many of whom expressed ambitions tied to protecting Konoha or honoring their clans. 5 6
Second and Third Shinobi World Wars
During the Second Shinobi World War, Konoha fought across multiple fronts. Its eastern front was overwhelmed by Hanzo the Salamander, while forces on the western and northern fronts continued their campaigns against opposing villages. 43
The Third Shinobi World War placed Konoha under pressure from simultaneous threats: Kumogakure formally declared war while Iwagakure concentrated troops at the northern border. Hiruzen ordered all combat-capable ninja of chunin rank and above into the deployment pool due to the manpower shortage. 80
Konoha's leadership divided its forces among several fronts:
- Minato Namikaze led the elite force against Kumogakure's main army and the A–B Duo. 80
- Orochimaru held the central front against Iwagakure. 184
- Jiraiya provided left-flank support and conducted surprise attacks. 184
- Tsunade coordinated medical supplies, logistics, and wounded-personnel transport. 184
- Kitahara Kaede volunteered to intercept Iwagakure reconnaissance units infiltrating through the Land of Grass. 184
Following the war, Hiruzen accepted responsibility for the casualties and announced his resignation. He nominated Minato as the Fourth Hokage, citing Minato's battlefield achievements and role in turning the war's momentum. 186
Minato's administration
Hiruzen later formally retired, and Minato assumed office as the Fourth Hokage amid public celebration in Konoha. 222
Danzo's Root organization was dismantled after Danzo's covert attempt to sabotage Konoha's arms-export plan in the Land of Rain. His death was publicly announced as occurring in the line of duty, while Root personnel were absorbed into the Anbu under Minato's supervision. 214

Hokage administration
Konoha's central administration operates from the Hokage Building, where the Hokage convenes military, intelligence, and diplomatic meetings. Hiruzen's council included Utatane Koharu, Mitokado Homura, and Danzo. 80 166
Under Minato, Kitahara Kaede was entrusted with high-level strategic planning, including negotiations with foreign villages, jinchuriki security arrangements, arms exports, and the Allied Forces' defensive deployment. 205 277 290
Anbu and Root
- Anbu conduct intelligence work, patrols, security, and high-level missions. They were used to manage the village gates, maintain order among foreign delegations, and form mixed units with Kirigakure's Anbu. 139 279 291
- Root was Danzo's separate organization. It suffered heavy wartime losses and sought new personnel before Hiruzen refused Danzo's request. 67
- After Danzo's death, Root was dissolved and incorporated into Minato's Anbu structure. 214
Konoha Orphanage
The Konoha Orphanage is directed by Yakushi Nonō and houses children displaced by war. 157
Kitahara Kaede used his wartime merits to request institutional support rather than a personal reward. Hiruzen doubled the orphanage's funding and ordered that it not be withheld. 158 163
Economy and diplomacy
Arms-export plan
The Third Shinobi World War left Konoha in a severe financial deficit, with pensions for fallen ninja's families contributing to the crisis. 205
Kitahara Kaede proposed that Konoha produce controlled, stripped-down versions of new weapons developed with Orochimaru and sell them to smaller countries. The plan aimed to create stable cash flow, prevent surrounding states from falling under Rock or Cloud influence, and establish strategic buffer zones around the Land of Fire. 205
The weapons can be activated with basic chakra rather than complex hand seals, allowing weaker ninja to wield considerable combat power. 215
Alliances
- Amegakure — Konoha formed an alliance with Amegakure after the latter's new leadership took power. Konoha's weapons became a major part of the agreement, helping Amegakure rebuild its defenses. 215
- Kirigakure — Kirigakure requested an alliance during an internal crisis and specifically required Kitahara Kaede as Konoha's envoy. 222
- Kirigakure joint defense — After the Three-Tails was taken and the Six-Tails faced a similar threat, Kirigakure agreed to relocate its Six-Tails jinchuriki to Konoha under a joint-deployment arrangement. Kirigakure retained ownership and sent elite Anbu, led by Terumi Mei, to participate in the defense. 274 277 279
The Amegakure alliance, arms sales, and diplomatic ties with smaller countries resolved Konoha's postwar financial crisis and increased its regional influence. 222
Defenses and security
Konoha maintains powerful barriers and a substantial defensive force, but the theft of Yagura from heavily guarded Kirigakure demonstrated that conventional barriers could be bypassed by the enemy pursuing jinchuriki. 274 278
In response, Konoha adopted several extraordinary measures:
- The Six-Tails jinchuriki was temporarily housed in Konoha under joint Konoha–Kirigakure protection. 277
- Konoha and Kirigakure Anbu were reorganized into mixed units to monitor one another and secure the jinchuriki. 279
- Foreign forces were barred from lodging inside the village due to the risk of espionage, sabotage, and exposure of Konoha's defense routes. 288
- Kaede used Wood Release to establish four external encampments around Konoha, each positioned as both accommodation and a buffer line of defense. 288 290
- The Allied Forces' base was divided into four sectors with independent Sensory Barriers, centralized intelligence coordination by Konoha's Anbu, and unified wartime command. 290
