This issue could be as minor or as serious as they made it...

At the minor end, they could claim that Sergei was unfamiliar with procedure and did not know that a temporary visa could serve as formal identification. But his attitude toward work had still been serious—he had brought them back to the station for careful verification.

If they explained it that way, then it would not be much of an issue.

But if they made it serious, then just as the chairman had said, was this precinct refusing to recognize temporary visas issued by other precincts because it wanted to "secede" from the entire police system?!

As the chief, he would have to take the blame—and it would be a massive one!
