The 2004 expenditure budget had originally been set at 2.5 trillion, but Wang Ye now proposed raising it to a full 3 trillion.
That meant an additional 500 billion Rubles.
Moreover, Wang Ye had already offered a suggestion: of that amount, 300 billion would go to the Ministry of Internal Affairs and the Security Service, split evenly, on the grounds that the security situation was severe.
Kudrin could not refute that. He also knew perfectly well that the extra 500 billion would not be easy to obtain. Speaker Mikhail had likely discussed it with people from certain departments and intended to increase their budgets.
But it would be difficult to make adjustments to the budget plans already drawn up by the government, because reducing the expenditures of any department would create a whole string of problems!
After all, the expenditure budget had not been written up casually. It was the result of thorough consideration.
The best solution was to add an extra sum of money so everyone could be happy!
