Background and History

The Profound Court holds jurisdiction over Profound Residences, which occupy the highest place in Celestial Xia's ritual hierarchy. Military and administrative offices cannot freely inspect records concerning profound cultivators; even in cases of grave treason, they must first notify the Court and receive permission 220.

It historically supported the development of profound cultivators to compensate for weaker lower ranks. The later emergence of powerful constructs, Divine Robes, and Profound Armor reduced the status of profound cultivators and created pressure for the Court to reconsider their place in Celestial Xia 330.

The Court can intervene directly in local affairs when necessary. It bypassed both the Azure Yang Profound Residence and the Inspection Office to appoint Zhang Yu as Profound Rectifier, having learned of his unreported merits through his Transcription Jade 259.

Amid internal conspiracies involving Upper Firmament Heaven, Nether City, and several Profound Venerables, the Court recognized the need for stronger internal enforcement. It appointed Zhang Yu Guardian of Rectitude and tasked him with pursuing Profound Venerable Zhu Ci 704.

The Court later approved the formal establishment of the Profound Method's name, a decision intended to return profound cultivators to the orthodox path while avoiding immediate unrest throughout Celestial Xia 717 718. Its subsequent policies expanded the Protectorate Offices, established four great prefectures, and strengthened Celestial Xia's regional defenses 781 796.

As threats from Origin Xia escalated, the Court expanded the Guardian of Rectitude Palace's responsibilities and eventually made Guardian of Rectitude a permanent office 1330 1404.

Governance and Authority

Jurisdiction and limits

• The Profound Court governs the Upper Layer but normally does not bypass the Jade Capital Court to manage specific Inner Layer affairs; concrete Inner Layer arrangements are delegated to the Original Shang Platform 1577.
• It may directly confer exceptional offices, such as Profound Rectifier, whose holder may report important matters across residences through a designated Profound Gaze 259.
• It can issue edicts requiring investigation, questioning, seizure, or reassignment of cultivators who resist its arrangements 736 1511.
• Its authority includes requisitioning major resources for Celestial Xia's defense, including a Creation shell intended to combat a divine anomalous creature 1149.
• The Court retains meaningful autonomy from the higher realm. The Five Regents guide broad direction but cannot directly manage lower-layer affairs in the Court's place 2065.
• When the Profound Court and Jade Capital Court differ, their positions are communicated and negotiated; well-founded remonstrances from Jade Capital are generally heard and adopted 781.

Deliberative System

• A court resolution may be rejected when three Court Executors oppose it together 704.
• Matters left unresolved after three deliberations must be submitted upward for judgment 713.
• Chief-seat Daoists commonly delay declaring a position, preserving room for internal compromise before a dispute is escalated 713.
• A court decision represents the majority view and shared responsibility of the Court Executors; it is not necessarily treated as an infallible judgment 2237.
