History

First contact

The Imperium of Man first encountered the Hilling Empire through Carter and Noble Team, followed by a forced communication signal identifying itself as the Hilling Empire’s Seventh Fleet flagship spaceport. The transmission displayed an unknown general, orbital rings, and orderly fleets whose technology Cawl could not identify. 5

Carter’s initial account described the Hilling Emperor as the Empire’s highest decision-maker, supported by Supreme Wisdom and the Senate. He named the Hilling Star System as Imperial territory and Reach as its primary border military world; this background had been implanted into him through Hua Wei’s system. 6

From façade to civilization

The Empire’s early public image preceded its complete physical foundation. Its Seventh Fleet general was originally a holographic deception, but the fleet was later manifested as a genuine force: its officers, soldiers, AI, warships, and institutional memories were made real and assigned to operate in Imperium of Man territory under Senate orders. 5 231

Hua Wei strengthened the Empire’s tangible military and diplomatic presence by summoning Luke Skywalker, Doom Slayer, and a modified Forerunner Fleet for deployment near Baal. 80

The Empire initially lacked a civilian population beyond its summoned military units and heroes. This changed when Hua Wei activated the Adaptive Faction Template on conquered worlds, creating civilian societies with their own infrastructure, memories, and identification with Imperium rule. 145

Integration with the Imperium of Man

The Emperor of Mankind concluded that the Hilling Empire could be trusted and ordered Guilliman to support it without reservation. 87 After later witnessing the Empire’s development and higher-order capabilities, he decided that humanity’s future should be entrusted to the Hilling Emperor. 193

The formal transition came when the Emperor ordered the Imperium of Man handed over to the Hilling Empire, with Hua Wei becoming its supreme ruler. Gaia received temporary full authority over Imperial administration during the transition. 284

The expanded Imperium subsequently launched interdimensional crusades, incorporated new worlds and civilizations, and established its order beyond its original galaxy. 342 352 364

Government and institutions

Civilian foundation and technology

The Adaptive Faction Template gave the Empire a reproducible social foundation rather than relying solely on summoned units. It can generate citizens who possess foundational memories of long-term Imperial citizenship and a basic sense of belonging and responsibility. 145

• Ecological infrastructure — Instantly formed modular cities, environmental transformation and maintenance systems, and nearly limitless clean-energy networks. 145
• Public welfare — Universal medical systems able to cure disease and regenerate limbs, social security based on need, and intelligent education through knowledge implantation and intellectual stimulation. 145
• Information networks — Stellar-scale instantaneous quantum communications and immersive virtual-reality communities for recreation and remote collaboration. 145
• Transportation — Planetary anti-gravity networks and interstellar civilian jump ships. 145
• Military limitation — The template provides only basic internal security; armed forces, defenses, and strategic technologies must be supplied separately. 145

Armed forces and doctrine

• Forerunner Fleet — A technologically advanced and heavily armed fleet deployed to support Imperial allies, including intervention near Baal. 80
• Seventh Fleet — A fully realized Imperial fleet whose personnel, AI, vessels, and operational history were established after its initial appearance as a projection. 231
• Arbitration Mechanism — God-level enforcement arm tasked with judgment, enemy pursuit, and defense of core territories. 129 163
• Inquisition — Anti-Abyss and anti-demon force that can absorb or transform the power of slain demons and escalate to full purification campaigns. 163 178
