Nature
The Heavenly Dao is the Primordial World's governing collection of rules rather than a conventional sentient being. It has no inherent emotions or self-awareness, but possesses an instinct to seek benefit and avoid harm. This instinct drives it to preserve its dominance, suppress threats, and reward actions that benefit the Primordial World. 5 77 124
Its authority makes the Heavenly Dao Sages effectively immortal within the Primordial World: their Primordial Spirits are entrusted to it, and they can draw upon Heaven-and-Earth Power through Heavenly Dao Authority. This power comes at the cost of freedom, as Sages remain bound by its rules and risk assimilation. 2 11 172
Manifestations
- Heavenly Dao True Body — The supreme manifestation forcibly dragged forth by Pangu True Form during the Witch-Demon War. It governs the Primordial World and instinctively feared Pangu's power. 67

Early Tribulations and Merit
The Heavenly Dao first appears through the escalating tribulations surrounding Zhao Gongming's evolution of the Twenty-Four Heavens Worlds. It rewards the creation of a world capable of advancing into an Origin World with Merit, while separately punishing Zhao Gongming for appropriating Primordial World origin power through Chaos Divine Lightning. 2 3 5
Conflict with Pangu's Legacy
During the Witch-Demon War, Pangu True Form attacks Hongjun and the Heavenly Dao itself. A lingering gaze from Pangu kills Hongjun's manifested form, pulls forth the Heavenly Dao True Body, and shatters a corner of it, leaving the Heavenly Dao wary of Pangu's influence. 65 67
It later attempts to remove that influence by offering Primordial Lord of Heaven a Saint Fruit Position in exchange for destroying Mount Buzhou. Yuanshi initially refuses, but the resulting crisis ends with Zhao Gongming repairing the Heavenly Pillar and receiving Merit instead. 124 125
Rise of the Earth and Human Daos
The Heavenly Dao offers Houtu Merit and a Saint Fruit Position after her transformation into Reincarnation, but she rejects its path and calls upon the Great Dao. Her success establishes the Earth Dao and creates an independent Earth Dao Ancestor. 78 81
When Zhao Gongming gathers the Primordial World's Fortune to establish the Human Dao, the Heavenly Dao manifests the Eye of Heavenly Punishment. It first attempts to recruit him as a Heavenly Dao Sage and then as a second Heavenly Dao Ancestor; after both offers are refused, it attacks him directly. 173 174
Houtu's intervention gives Zhao Gongming time to gather the will of all spirits and living beings. Zhao Gongming then becomes Human Dao Ancestor, causing the Heavenly Dao Laws binding the Primordial World to loosen and forcing the Eye of Heavenly Punishment to withdraw. 175 176 177
Netherworld World and Defeat
When Zhao Gongming attempts to evolve the Netherworld World and construct Myriad Heavens Reincarnation beyond Heavenly Dao control, the Heavenly Dao isolates Great Dao power and offers him the role of Heavenly Dao Spokesperson. Zhao Gongming refuses again, prompting the Heavenly Dao to attack the Underworld Reincarnation with increasingly destructive punishment. 196 197
In the final confrontation, the Eye of Heavenly Punishment condenses into a pitch-black millstone and draws on Heaven-and-Earth Power. Zhao Gongming forms the complete Heaven-Opening Divine Axe and cleaves the Eye, killing the Heavenly Dao Avatar Taishang and causing the Heavenly Dao to lose control of the Primordial World. The Great Dao then permits the Netherworld World's completion. 198
