Background

Following the Nine-Tails Incident, Konoha’s leadership relocated the Uchiha Clan to the village edge under the official pretext of reconstruction. The move functioned as isolation and surveillance, while public sentiment increasingly portrayed the Uchiha Police Force as either abusive or useless regardless of its actions 1.

The village’s internal conflict escalated after Uchiha You survived a mission that had been compromised by three Root operatives posing as ANBU. By publicly reporting the apparent intelligence leak at Konoha’s gates, he forced the Hokage administration to confront Root’s involvement rather than quietly bury the incident 23 24.

Governance and Institutions

Hokage Administration

Konoha was governed by the Third Hokage, Hiruzen Sarutobi, alongside advisers Danzō Shimura, Utatane Koharu, and Mitokado Homura. Hiruzen attempted to preserve stability between the Uchiha Clan and the village leadership, but repeatedly tolerated or failed to stop Danzō’s actions 5 29 49.

After Danzō’s death and Root’s failed assault on the Uchiha Clan Grounds, Hiruzen agreed to cease hostilities against the Uchiha, disband Root, suspend the advisers’ authority, and resign within three days 63 64. Tsunade subsequently became the Fifth Hokage 76.

Root

Root was Danzō’s covert organization, operating separately from the Hokage-controlled ANBU. Its operatives conducted surveillance of the Uchiha Clan, attempted to assassinate Uchiha You, targeted Shisui’s Mangekyō Sharingan, and prepared the Uchiha Clan’s extermination 8 23 27 29.

ANBU

Uchiha Police Force

Uchiha Crisis

Root’s Defeat

On the night Root invaded the Uchiha Clan Grounds, the Uchiha used traps, genjutsu barriers, explosives, and coordinated Fire Release attacks to inflict severe losses. Shisui openly opposed Danzō, while Itachi’s false intelligence helped lure Root into the clan’s preparations 50 51 52.

Akatsuki members entered Konoha under Uchiha You’s direction with strict limits: ordinary villagers and Uchiha clansmen were not to be harmed. Their objectives centered on Root, its archives, and specific materials or information sought by individual members 49 65.
