Background
Following the Nine-Tails Incident, Konoha’s leadership relocated the Uchiha Clan to the village edge under the official pretext of reconstruction. Governance and Institutions
Hokage Administration
Konoha was governed by the Third Hokage, Hiruzen Sarutobi, alongside advisers Danzō Shimura, Utatane Koharu, and Mitokado Homura. Hiruzen attempted to preserve stability between the Uchiha Clan and the village leadership, but repeatedly tolerated or failed to stop Danzō’s actions 5 29 49.

Root

ANBU

Root’s Defeat

Akatsuki members entered Konoha under Uchiha You’s direction with strict limits: ordinary villagers and Uchiha clansmen were not to be harmed. Their objectives centered on Root, its archives, and specific materials or information sought by individual members 49 65.

Konoha New Order
