History
Konoha is established as the setting of Year 29, with Uchiha Xunjing residing in the Uchiha Clan Compound within the village 1.
Police Force reforms
Uchiha Chisato restructured the Uchiha-controlled Police Force to end its isolation from the village. Elite officers were separated into an Elite Police Force for concentrated training and assessments, while ordinary positions were opened to civilian shinobi and smaller clans 20 21.
The reforms transferred minor civil disputes and other unpopular duties to the newly formed Third Police Brigade. The Uchiha retained judicial and major-case responsibilities, improving their standing among villagers and smaller clans 20 46.
Uzumaki Clan relocation
Following the Three Great Ninja Villages' attack on the Land of Whirlpools, Uzumaki Mito ordered the surviving Uzumaki Clan to relocate to Konoha permanently 53 56. The clan received territory in the village's western corner and posts within the Sealing Team, including the captaincy and half of its positions 60.
Second Shinobi World War and internal turnover
As war approached, Konoha mobilized more than 14,000 shinobi from its clans, Anbu, Root, and civilian forces. Danzo was appointed commander-in-chief of a 4,000-man Land of Rain force, with Uchiha Zen as deputy commander 102.
Danzo and Hiruzen Sarutobi secretly intended to use the war to eliminate Uchiha, Senju, and Uzumaki elites, but Danzo was killed during the conflict. Xunjing recovered evidence of Root's operations and correspondence linking Danzo and the Third Hokage to crimes against Konoha's clans 134 146.
Uzumaki Mito and Uchiha Chisato used the evidence to take control of the Hokage Building and form an interim administration with representatives of major and medium clans and influential Jonin. Their forces disarmed and detained the Sarutobi, Shimura, Utatane, and Mitokado clans; resistance by the Sarutobi and Shimura clans was crushed 148 149.
