Background / History

The World Government was born during the Void Century roughly eight hundred years before the story. Its leadership treats knowledge of that era as forbidden, regarding the Poneglyphs and historical research as threats to its continued rule. 266 286

Its authority rests on the supremacy of the Celestial Dragons, who are considered untouchable “gods” by the system. The murder of a Celestial Dragon—an event that had reportedly never become public in eight centuries—shook that premise and forced the Government to react aggressively to preserve its image of invincibility. 48 50

The Government ordered the destruction of Ohara through a Buster Call, with the Five Elders directing that no one be left alive despite Kuzan’s objections. The incident deepened worldwide resentment over its brutality and secrecy. 266 270

Following repeated attacks on Mary Geoise, the destruction of Pangaea Castle, and the liberation of slaves, the Government’s prestige began to fracture. Opposition groups emerged worldwide, while the Five Elders increasingly treated the conflict as a struggle to preserve a world in which only the Government’s voice could exist. 340 341 348
