Background

Boer was once a powerful Guardians inspector who believed that strength justified the strong ruling over the weak. An incident connected to the Witch stripped him of his power, leaving him only slightly stronger than a newcomer and desperate to reclaim his former position. 1728

His claim that he had merely fallen into slumber after encountering the Witch was later revealed to be false. Boer had died long ago; the Broker resurrected an incomplete segment of his existence, supplied false memories, and used him as part of a larger scheme involving the Witch. 1977 2001
