Protection Ends and the Mission Begins

"Almost everything in this city is sponsored by Umbrella," Booth replied. "They built that university to openly conceal their members and recruit more talent."

Therefore, it made sense that they would need an identity and a place to conduct research, such as Raccoon City University.
