Background / History
Founding
Following the resignation of Earth's hero and the dissolution of the temporary governing body, public unrest and fear of extraterrestrial threats spread worldwide. After three months, Lin An answered the public demand for leadership, founded the Arcane Empire, and became its Archon. At the time described, the state had endured for thirty-five years. 114
Lin An later described the Empire's origin as the unification of the Wizarding and Muggle worlds. Its early rise depended on combining magic with technology, acquiring future technology through time-related methods and parallel dimensions, and using Time Acceleration facilities to compress decades of research into months outside. 247
Expansion Beyond Earth
The Empire’s first interstellar expedition departed from the Solar System aboard a fleet fitted with Void Engines. Its initial planned target was Alpha Centauri, whose developing civilization was intended as a live-fire test of Imperial reforms. 129 185
Its expansion subsequently broadened into conquest, diplomacy, trade, and cross-dimensional population acquisition. Lin An regarded population—particularly people with magical potential—as a strategic foundation for the Empire’s future growth. 198 234 247
By the time of its Tenth-Tier evaluation, the Empire had fewer than one hundred years of history but commanded hundreds of Seventh-Tier Arcanists and more than one million Sixth-Tier elites. 444
Government and Law
- The founding Ten Commandments Council consisted of nine elected members and a speaker appointed by Lin An. While the Archon retained absolute authority, he pledged not to intervene lightly in routine governance. 114
- Imperial law nominally permits citizens to challenge the Emperor for the throne once every hundred years; however, Fifth-Tier Arcanists regarded the Empire’s royal control of its Eighth-Tier weapon as making any successful challenger politically dependent on the Imperial Family. 276
- The Empire does not recognize hereditary sovereign houses within subordinate states. During the Star-Skin Tribe’s integration, Queen Katula could receive an honorary noble title and privileges, but no independent political authority or hereditary royal status. 399
- Amelia permits isolationist races to remain on protected home planets if they submit scheduled resources in exchange for Imperial protection. 371
- The Empire’s Astral-Realm policy encourages Equivalent Exchange over direct invasion when approaching weaker civilizations or civilizations up to Eighth Tier, though it retains conquest as an established method of expansion. 547
Society
Citizenship and Cultivation
The Empire promotes universal access to supernatural advancement. Battle Aura cultivation methods are publicly available without charge, while citizens can use the Gate of Truth to sense and control energy; some formerly non-magical citizens become Arcane Warlocks through this process. 267
The Arcane Emperor’s stated vision is “an era where everyone is like a dragon,” with widespread cultivation also ensuring that citizens can rapidly become soldiers if the homeland is invaded. 269
- Fifth-Tier Arcanists must undergo psychological treatment after promotion to reduce instability caused by sudden power growth. 267
- Time Acceleration Chambers and discounted advancement resources are made available to broaden the Empire’s Arcanist base. 279
- Conquered children are initially classified as prospective citizens and must receive Imperial education before gaining formal citizenship. 651
- Adults from conquered planes may improve their status by joining Knight Legions and earning Arcane Merit. 651
Racial Policy
The Empire is explicitly multi-racial and seeks to use the strengths of different species to compensate for one another’s weaknesses in magic, technology, warfare, and research. 218
Its legal framework includes Anti-Racial Discrimination and Xenophobia Protection Laws. 404
The Empire prohibits slavery in its Astral-Realm expansion policy. Races deemed inherently chaotic and impossible to integrate, such as Abyssal Demons, are designated for elimination rather than enslavement. 547
Social Control
- The Council votes to suppress anti-cloning protests and manage information surrounding cloning research. 120
- During a major mental-health crisis, citizen terminals monitored vital signs, household robotic servants were programmed for intervention, and a planet-wide Life Detection Barrier was activated to detect self-harm attempts. 394
- Following the betrayals of James and Wentworth, Lin An imposed tighter restrictions on private demiplanes held by high-ranking Arcanists. 485 486
- The Empire uses extensive propaganda during wartime; public resistance to Clone Legion deployment declined after media reframed clones as a means to reduce citizen casualties. 503
Infrastructure and Technology
Floating Cities
Floating Cities are central to Imperial survival and expansion. One was designed as a “civilization restarter,” containing research towers, golem factories, cloning facilities, training camps, fleet-production zones, residential districts, and the Grand Library; it could preserve and rebuild arcane civilization even if Earth fell. 201
The flagship Floating City was later renamed Netheril. 473
Arcane Library and Skynet
The Arcane Library preserves more than ninety percent of the Empire’s highest technological and magical knowledge and serves as a civilization seed capable of rebuilding the Empire elsewhere. 484
- The Empire places hidden Libraries across the universe and other dimensions as contingency repositories for rebuilding civilization and restoring the Imperial Family. 534
- Skynet connects Imperial research and communications; Dumbledore receives a relay server that grants remote access to the Arcane Grand Library in exchange for Arcane Merit. 198
- Morgana, the Empire’s central intelligence, holds the highest authority over core systems and can override Solar System defenses. 369
Military Technology
- Void Engines — power interstellar fleets and allow the Floating City to force passage through dimensional barriers. 129 369
- Milky Way Mist Array — seals the galaxy’s space and blocks portal access to other planes, cutting enemies off from external reinforcements. 503
- Clone Legion — mass-deployed during the war against Guznader to counter the undead’s numerical superiority. 503
- Eighth-Tier Golems — short-lived artificial combatants sustained through Soulfire manipulation and Mana Network power. 503
- Law Resonance Spell — disrupts a plane’s laws or Authority to divert the Planar Will’s attention during invasions. 650
- Origin Runes — hypothesized supreme runes capable of manipulating underlying logic across the Void Sea; Imperial research into them builds on Ancient, Primordial, and High Elf magic. 436 664
Armed Forces
- Earth Defense Force — once controlled by one commander-in-chief; its authority was later reduced when the Auror Command and Space Marines became independent departments. 117
- Imperial Navy — commanded by Olivia after her appointment as commander-in-chief. 287
- Imperial Marine Corps — a force ranked above the Earth Defense Force in Imperial military strength. 275
- Royal Guards — elite force retained by the Imperial Family as a survival and regime-preservation asset. 275 425
- Ghost Squad / Shadow Legion — secret elite forces used against threats to Imperial order. 275 392
- Knight Legions — recruit inhabitants of conquered planes, allowing them to earn merit and improve their Imperial status. 651
Expansion and Integration Policy
Steel-Skin Folk
The Empire conquered the Steel-Skin Folk, a physically powerful and magic-resistant race. Their regenerative skin became useful for low-cost spacecraft manufacturing, while their natural defenses made them candidates for Imperial military service. 216
The planned integration process included:
- Temporarily restricting travel between the Steel-Skin Folk’s territory and the Solar System to prevent racial conflict. 218
- Controlling media and education while promoting the living standards of Imperial citizens. 218
- Rewriting historical narratives to emphasize the Steel-Skin Folk’s former atrocities and their attack on the Empire. 218
- Encouraging a gradual shift in identity from “Steel-Skin Folk” to “Empire people.” 217
- Rejecting proposals to use religion as a long-term tool of control, as Lin An believed faith would limit the conquered race’s future development. 218
Other Integrations
- Ironhelm Kingdom — surrendered to the Empire; its entire star system was spatially compressed and relocated inside the Grand Arcane Shield. The Empire then launched a Bloodline Enhancement Project to improve Dwarven lifespan and revive their forging potential. 386
- Star-Skin Tribe — negotiated surrender and integration, with its queen offered a non-hereditary honorary title rather than political autonomy. 399
- Clover Kingdom world — Lin An planned to merge its continents into his home universe, automatically granting its inhabitants Arcane Empire citizenship and access to Imperial education, healthcare, welfare, and interstellar travel. 353
