History
Wuhun City appeared overnight within Star Luo territory, near the Mingdou Mountains and the border with the Sun Moon Empire. Its position by the Star Dou Great Forest made it a strategic concern; even Shrek initially considered whether it might be a previously hidden Xingluo force. The discovery of abundant rare-metal deposits beneath the city further intensified the Empire's interest. 4
The White Tiger Duke, Dai Hao, led troops to Wuhun City and demanded that its occupants either submit to Xingluo or leave the territory. He offered them replacement land if they pledged allegiance, but Golden Crocodile Douluo refused. When Dai Hao escalated with his White Tiger Martial Soul, Wuhun City's Titled Douluo suppressed his force without beginning a war. 4
Mu Yunye subsequently offered the Empire a ten-percent discount on the minerals beneath Wuhun City rather than ownership of the vein. Dai Hao rejected the proposal, but Golden Crocodile Douluo's Rank 98 pressure forced him to withdraw and report to the emperor. The emperor chose not to initiate war, judging Wuhun City's power too uncertain and the neighboring Sun Moon Empire too dangerous to ignore. 5
Xingluo later sent six Titled Douluo, including Dai Hao, to test Wuhun City's strength directly. The group was defeated by five Wuhun City Titled Douluo, most decisively through Yue Guan and Gui Mei's Two Extremes Stillness Domain. The battle confirmed that Wuhun City's forces and martial souls closely resembled those of the Spirit Empire destroyed ten thousand years earlier. 7 8 9
At negotiations in Xingluo City, the emperor offered to recognize Wuhun City as an independent territory in exchange for the rare-metal mining rights beneath it. Mu Yunye rejected the condition and publicly belittled Xingluo's soul-tool capabilities. After Giant Force Douluo attacked Mu Yunye and the Sword Star God Battle Armor repelled him, the emperor accepted that open conflict could endanger the Empire itself. Xingluo ceased pressing its territorial and mining claims. 19 20

Strategic Position

- Xingluo sought control of the rare-metal vein beneath Wuhun City, both for its material value and its importance to soul-tool development. 4 19
- Its court relied on concealed guards and Titled Douluo during negotiations, but Wuhun City detected the ambush preparations through Mu Yunye's spiritual perception. 19
Relations
- Wuhun City — Territorial rival turned uneasy neighbor. Xingluo attempted recruitment, military intimidation, a six-Douluo test, and negotiations for mining rights; it ultimately stopped interfering after Wuhun City's displays of force and Battle Armor technology. 4 5 7 20
- Sun Moon Empire — Neighboring strategic threat. Fear of a Sun Moon invasion was a major reason Xingluo avoided war with Wuhun City. 4 5
- Shrek Academy / Sea God Pavilion — Shrek representatives Xuan Zi and Yan Shaozhe attended the Xingluo City talks, while Shrek's leadership considered negotiating with the Empire over Wuhun City's reappearance. 10 19
