This was the topic of today's meeting, as well as the title of a paper.

Though the title was not long, the amount of information it contained was enormous. The meeting minutes had been distributed long ago, and the meeting had started some time ago as well, yet no one had spoken so far.

After glancing around at the people seated in the conference room, Director Sun closed his eyes and pondered for a moment. Then he slowly opened them and broke the silence.

"...This paper was written by Professor Lu and was probably completed two days ago. After receiving it, the central authorities attached great importance to it. My superiors specifically instructed me to convene this meeting at the bureau and have everyone discuss it."

Director Sun paused briefly, confirming that he had left nothing out before continuing.
