Background / History

A veteran who participated in the first three Shinobi World Wars, Mei is one of Kirigakure's most prominent elite Jonin. She possesses both the seniority and combat strength to contend for the Mizukage position, but her open-faction ideals conflict with the isolationist rule of Fourth Mizukage Karatachi Yagura and the conservative elders. Before the Land of Waves campaign, she lacked the political merit needed to turn her support into a successful bid for power. 70 123

Mei led more than two hundred Hidden Mist ninja into the Fourth Shinobi World War, apparently hoping that a foreign victory would strengthen her standing at home. Internal intelligence leaks exposed her deployment to Konoha, however, contributing to the destruction of much of her force. 70 123

Personality

Mei is pragmatic, politically perceptive, and unwilling to gamble her forces in an evenly matched battle. When Ning Qi's attack weakened Konoha, she refused Fu Sha's suggestion to attack immediately, judging that Hidden Mist lacked the overwhelming advantage needed to make the risk worthwhile. 82

She treats intelligence as a weapon. During her duel with Tsunade, Mei traded Kumogakure's planned invasion route through the Land of Water for permission to withdraw; later, she deliberately sent Chojuro to propose a false joint operation against Ning Qi, expecting Tsunade to reject it while sparing the inexperienced messenger. 79 80

Land of Waves War

Mei arrives with Kirigakure's main force after its vanguard begins collapsing against Konoha. Her Lava Release briefly reverses the battle's momentum, but Tsunade's countermeasures reveal that Konoha had prior intelligence on her techniques. Mei responds by separating the battlefield and personally drawing Tsunade away. 72

On an uninhabited island, Mei uses mist, Water Clones, and corrosive releases to keep Tsunade on the defensive. Tsunade eventually destroys half the island with a kick, forcing Mei to acknowledge that she cannot win a prolonged close-quarters engagement. Mei then bargains for her army's withdrawal with intelligence on Kumogakure's planned route to Konoha. 78 79

Confrontation with Sword Hidden Village

After Ao's death, Mei attempts to salvage the failed campaign by proposing a nominal joint hunt for Ning Qi. Her actual objective is to wait for an opportunity to seize a Byakugan, and she correctly predicts that Tsunade will reject the offer. 80

Mei later leads the surviving Hidden Mist ninja toward Sword Hidden Village under the pretext of investigating its protection of Zabuza and Haku. Mei leaves Sword Hidden Village to begin preliminary reform efforts. She publicly appears outside Kirigakure long enough to deliver proof that Yagura is imprisoned, pressuring the open faction and provoking the conservative leadership. 120 123

Working with Zabuza and the rogue-ninja alliance, Mei waits outside Kirigakure while the Six-Tails rampage and the Takeori Clan assault fracture the old order. Though Zabuza condemns the plan as heartless, Mei argues that temporary suffering will make the village value peace and change. 129
