Background

According to Danzō’s account, Hiruzen was appointed Hokage by the Second Hokage, Tobirama Senju, after Tobirama stayed behind to cover the retreat of Hiruzen, Danzō, and their companions. Hiruzen and Danzō returned to Konoha as young survivors whose authority was challenged by stronger and more senior clan figures. 180

Danzō claims Hiruzen consolidated his position through a political coalition: creating Hokage-aide posts, securing the Sarutobi and Shimura clans’ support, winning over the Ino–Shika–Chō clans, purging two defiant minor clans, and negotiating with the Hyuga and Uchiha under Uzumaki Mito’s prestige. Those negotiations preserved major clans’ internal autonomy, including the Hyuga Main House’s authority. 181

As Hokage, Hiruzen spends much of his time mediating clan disputes and managing competing interests. The strain of these constant decisions has worn down the idealism he once associated with the office. 10

Hiruzen is an elderly man with graying hair and visible age spots. He is usually seen with a smoking pipe and Hokage regalia, but sheds the ceremonial image when personally entering battle. 359

Personality

Hiruzen is patient, conciliatory, and deeply burdened by leadership. He prefers negotiation and balance over blunt decrees, such as ordering the Nara and Yamanaka clans to resolve their farmland dispute without damaging their broader alliance. 10

He is protective of promising young shinobi and rejects Danzō’s view of people as disposable tools. He refuses to hand Kakashi, Asuma, or Hyuga Qingchuan to Root, arguing that each requires a role suited to their circumstances rather than Root’s oppressive environment. 10 11 59

Despite his grandfatherly manner, Hiruzen can be calculating and ruthless when Konoha’s survival is at stake. He deliberately preserves the hostility between Cloud and Hidden Rock, uses diplomacy as a wartime smokescreen, and ultimately orders a village-wide mobilization when four nations threaten the Land of Fire. 240 353

He is also realistic about Konoha’s limits. Hiruzen openly acknowledges that the village cannot invest heavily in every seemingly talented child and instead allocates resources according to demonstrated results. 329

Qingchuan’s Emergence

Hiruzen initially supports Biwako’s attempt to keep Qingchuan from dangerous Medical Corps service, then shifts into a practical evaluator after seeing Qingchuan’s Spirit Bow. Cloud Conflict and Secret Classification

When Yuhi Shinku reports Qingchuan’s annihilation of nearly fifty enemy ninja, Hiruzen is stunned but prioritizes the larger threat of Cloud Village’s movements and convenes senior leadership. 76

Following Qingchuan’s capture of the Two-Tails and battle against the Eight-Tails, Hiruzen suppresses the true records, classifies Qingchuan as an S-rank secret, and blocks Danzō from accessing him through ordinary personnel channels. 180

Balancing Cloud and Hidden Rock

Hiruzen refuses Danzō’s proposal to exploit Cloud Village’s weakness after the Third Raikage’s death. Instead, he intends for Cloud and Hidden Rock to exhaust each other, preserving Konoha’s security without adding Konoha to Cloud’s cycle of vengeance. 240

He also orders Qingchuan recalled, plans to publicly recognize his achievements, and intends to place him “under the sunlight” rather than let Root shape him into a hidden weapon. 240

Forest of Death Incident

After Qingchuan’s Spirit Light Cannon creates a five-kilometer crater, Hiruzen investigates the apparent Uchiha provocation. He consults Qingchuan as a long-range-strike specialist, gradually realizes Qingchuan knows too much about the technique, and receives his confession. 294 295

Though furious, Hiruzen recognizes the attack’s strategic value. He accepts Qingchuan’s warning that the technique requires half a month of charging, leaves its user depleted, and may catastrophically explode if interrupted; together, they agree to develop weaker practical versions. 296

Danzō’s Assault on Qingchuan’s Residence

When Danzō attacks Qingchuan’s Shadow Clones, Hiruzen intervenes with the Shuriken Shadow Clone Technique and orders him to stand down. 316

Hiruzen later attempts to place ANBU around Qingchuan’s residence for both protection and surveillance, but accepts the clones’ refusal when they warn that unfamiliar chakra could destabilize Qingchuan’s supposed bloodline evolution. 317

After Danzō ignores his authority and triggers Qingchuan’s crimson defensive barrier, Hiruzen personally strikes him away with the Adamantine Staff and warns him that he has gone too far. 317 318

Four-Nation War Mobilization

When Danzō reveals that four nations are spreading rumors about Qingchuan as the “Reaper” and moving to encircle the Land of Fire, Hiruzen abandons a defensive plan and activates First-Level War Mobilization. He deploys active shinobi, ANBU reserves, retirees, and the Uchiha Police Force while ordering the Hyuga to commit all available Byakugan users. 353
