The theme of Volume Three is "Founding a Nation." As the name suggests, it tells of the establishment and consolidation of the Lake Kingdom. From the summer of 1484 to the spring of 1487, the newborn Lake Kingdom developed rapidly in the Michoacan Lake Region, becoming a powerful force of great weight under heaven.

The most important content in Volume Three was the various reforms of the Lake Kingdom. These institutional innovations were, on the one hand, for further centralization of power, and on the other, to open a path between the upper and lower strata of the kingdom and set a powerful war machine in motion. The Lake Kingdom's reforms were similar to Shang Yang's reforms, setting the kingdom on the path of farming, war, and advancement!

The specific reforms, politically, included: registering households and equalizing the people, taking control of villages, and establishing military and civilian colonies; encouraging farming, rewarding cultivation and war, and granting land and titles for military merit; implementing county governance, selecting Purepecha talents, and establishing the official system of Missionary Priests; reducing and altering the fiefs of the old nobles, bringing the kingdom's population under direct jurisdiction; and establishing the Banner Unit system to manage the Dog-kin and Tecos tribespeople.

Economically, they included: promoting Tuntian, with second-line legions and Militia farming to support themselves; emphasizing mining, vigorously developing bronze and coal mines, improving smelting and casting standards, and beginning the preliminary exploitation of iron mines; emphasizing agriculture, popularizing bronze tools and farm implements, carrying out initial agricultural reforms, repairing and building waterworks, and promoting composting; controlling commerce and trade, unifying weights and measures, placing official control over mountains and seas and banning luxury, conducting foreign trade,
