He had been sent out to build a city beyond the kingdom's borders precisely because he was so stupid. Still, they had never denied his origins. After all, Amn was very interested in Mulan.
Of course, if he had not been so stupid, no prince who had built a power base of his own would still have obeyed the Amn Royal House. Andru agreed to anything as long as he got money and women, even taking the blame for working with pirates.
The pirates of the Moonshadow Sea had complained to Amn many times that, apart from his boundless greed, they could find no virtue in the prince. He was not even as clever as a Magical Beast. They wanted Amn to replace Mulan's ruler.
The king of Amn was rather surprised that Andru's greed was too much even for pirates, but Andru's stupidity was the only reason he could control Mulan.
Send another prince, or even a great noble, and he would use Mulan's unique terrain to ignore Amn.
The king had hoped to wait until Amn was powerful enough to disregard the protests of Faerûn's other nations, then reclaim Mulan as Amn's territory. Cooperation with the Moonshadow Sea pirates would have made such a good excuse!
