Mother Boxes could be continuously manufactured. Unlike the Tesseract, which required the Space Stone to create, many Mother Boxes could be made.

Even so, Mother Boxes could not be made at will. As devices of the Fourth World, they could only be created by people born on New Genesis or Apokolips, and not even everyone could do it.

Building a Mother Box also required extensive training before one could be made.
