Background / History
Kong was a veteran Marine from Rocks' era and repeatedly fought Rocks. In an earlier battle, Kong and another Admiral joined forces against Rocks but lost; Rocks killed the other Admiral. The defeat established Rocks' reputation as the world's strongest man. 34
As the sole active Admiral, Kong identified the Marines' lack of high-end combat power as a primary reason for their defeats against the Rocks Pirates. He believed Sengoku, Garp, and Zephyr could contend with the Rocks Pirates' strongest cadres, while other Vice Admirals could not. 34 50
Kong pursued Li Yuan after Li Yuan's raids on the Land of Endless War. Later, he tracked Li Yuan into the Four Seas and confronted him after Li Yuan had become a Great Swordsman. 59 72

Kong's death was publicly revealed after the Navy's defeat against the Limitless Pirates. Sengoku succeeded him as Fleet Admiral, while Garp was devastated by the loss. 268
