Responsibilities

Village Defense and Command

• The Hokage directs Konoha’s response during major crises. During the Nine-Tails attack, Hiruzen personally joins the elite defense force, summons Enma, and drives the beast beyond the village boundaries 17.
• During Tonbo’s interim tenure, the office manages reconstruction, border threats, internal spies, and the protection of Konoha’s communications 239.
• Tonbo orders the Land of Lightning and Land of Earth to withdraw border forces, demands the Land of Wind clarify its position, and strengthens ANBU and Barrier Team counterintelligence measures 239.

Shinobi Appointments and Training

• Hiruzen promotes and assigns shinobi according to Konoha’s needs, including appointing Tonbo to lead a genin team during a postwar manpower shortage 20 21.
• The office oversees senior personnel appointments. Hiruzen promotes Tonbo to Full Jōnin and head of the Analysis Division while elevating Yamanaka Inoichi to head of Intelligence 59.
• Hokage authority also extends to specialized instruction; Hiruzen assigns Tonbo, Kurenai Yūhi, and Kurama Murakumo to train the Land of Fire Royal Guard in genjutsu resistance 96 101.

Diplomacy and Resources

• As Acting Hokage, Tonbo refuses to accept Sunagakure’s peace proposal without concessions and directs Shikaku to negotiate oil-trading rights for Konoha 241.
• He orders the Land of Rice Fields to disband Otogakure and permits Konoha forces to pursue Orochimaru there, using the operation to pressure hostile powers and protect Konoha’s interests 242.

Succession and Interim Rule

• After Minato’s death, Konoha relies on Hiruzen’s experience rather than immediately choosing a new successor, prioritizing stability after war and the Nine-Tails Incident 20.
• Following Hiruzen’s death, Jiraiya refuses the position and searches for Tsunade. Homura and Tsubaki appoint Tonbo as Proxy Hokage because Konoha cannot remain leaderless during reconstruction 237.
• Tonbo’s appointment is disclosed only within the shinobi forces rather than publicly, avoiding a formal ceremony while Konoha remains vulnerable 239.
• The official inauguration of Tsunade as Fifth Hokage gives Konoha’s residents a renewed sense of security; the Hokage is regarded as a “pillar” for the village 249.

Will of Fire

• Hiruzen presents the Hokage’s role as a continuation of inherited ideals, urging Tonbo to carry forward the Will of Fire passed down from the First Hokage and previous generations 5.
• Tonbo teaches prospective shinobi that the office requires more than combat strength: a Hokage must also be able to uphold the Hokage’s ideals 107.
• The title remains a central aspiration for younger generations, including Kiba, Konohamaru, and Naruto, who associate becoming Hokage with protecting Konoha and earning recognition 107 129 173.
