Background

The Uchiha and Senju are identified as Konoha's founding clans. Under the Sarutobi administration, however, the Uchiha believe their role in the village's founding has been minimized while the Senju and Sarutobi legacies are emphasized instead. 59 81

Following the Nine-Tails Rebellion, civilian distrust and official suspicion intensify. The village orders the clan to relocate to the Naka River outskirts; Uchiha members interpret the order as isolation and exile, particularly after promised relocation funding is canceled. 1 14 28

The relocation crisis exposes a split between moderate and hardline factions. Fugaku initially seeks a compromise, while Hane argues that the clan should accept relocation only in exchange for compensation and political leverage.
