Background / History
Amegakure surrendered to Konoha by February of Konoha Year 33. The terms of surrender caused domestic humiliation in Konoha and alerted other villages to Konoha's perceived weakness. 78
The preceding war left the Land of Rain devastated: farmland was abandoned, villages were ruined, civilians were displaced, and rogue Amegakure ninja became bandits after deserting and losing access to normal supplies. Amegakure's heavily guarded capital was among the few comparatively intact locations. 79
Under Salamander Hanzō, Amegakure had cut off normal trade with Iwagakure to limit espionage. The policy damaged the Land of Rain's industry, shuttered factories, increased unemployment, worsened relations with the daimyō, and led to reduced funding. 119
Hattori Masanari emerged as a powerful Rain ninja whose political outlook differed from Hanzō's, creating a major internal power struggle. Konoha and Iwagakure each considered supporting him to divide Amegakure and curb its future threat. 84 88 117

Following the war with Kumogakure, Masanari arranged Amegakure's defense around a deliberate destruction of its own village. The victory devastated Kumogakure's invading force but left Amegakure without a home and with fewer than five hundred surviving ninja, including children under twelve. 249 261

Kumogakure invaded under the pretext of investigating a missing ninja, deploying more than a thousand Cloud ninja alongside over a thousand Grass ninja. Amegakure rejected the effective occupation attempt and fought at the border. 211
Kumogakure captured ten smaller Amegakure fortresses in one week, but Amegakure's Earth Style Unit, fortifications, Hanzō, and Masanari prevented an immediate collapse. 211 212
