Background / History
Admiral under Kong
Sengoku serves as a veteran tactician who frequently helps Fleet Admiral Kong handle Marine affairs. At G-5, he meets Garp’s new disciple, Xia Le, and agrees to mitigate the political consequences of the young officer’s offense against the Celestial Dragons 8 9 25.
Initially skeptical of Garp’s claims about Xia Le’s rapid development, Sengoku changes his assessment after witnessing Sakazuki unconscious from a precisely targeted Conqueror’s Haki release. He recognizes Xia Le as a potential future pillar of the Marines 10 11.
During the Edd War mobilization, Sengoku orders elite officers to monitor Shiki and the Flying Pirates while avoiding unnecessary combat. Later, Saron’s reports of Xia Le’s prolonged battle with Rayleigh lead him to estimate that Xia Le already possesses admiral-candidate strength 12 25.
Sengoku rejects the accusation linking Xia Le to the Bokan family massacre and tears up the document concerning his offense against the Celestial Dragons. He also arranges an assignment involving Major Kalens, authorized by Kong; Xia Le interprets it as both a gesture of goodwill and an opportunity to eliminate people who know about his earlier actions 25 27.
Justice and the rupture with Xia Le
After Roger becomes Pirate King, Kong assigns Sengoku to remain at Headquarters and oversee the waters around Sabaody. Sengoku later joins the South Blue operation investigating Roger’s descendant 49 78.
Xia Le’s public statements about protecting ordinary people unsettle Sengoku because of their political consequences, even though he cannot reject their substance. When Kong decides to remove Xia Le from Headquarters until the controversy fades, Sengoku privately admires both his character and his words 73 77.
Sengoku subsequently fights Xia Le alongside Zephyr during the conflict associated with Ohara. Their coordinated attacks severely injure Xia Le, but his lightning counterattacks also wound both Admirals. Years later, Sengoku identifies the battle at Ohara as the event that shook his faith in the justice he had previously upheld 102 103 185.
Reconciliation and the Fleet Admiral succession
Sengoku independently reopens communication with Xia Le after the Ohara Incident. He asks about G-18’s destruction, offers assistance, and discusses Crocodile’s apparent departure from Marine service. Maintaining ties with the West Blue is central to his plans: he considers its strength too valuable for Headquarters to lose 137 143.
At Mary Geoise, Sengoku supports Garp in defending Xia Le from Saint Figarland Garling. He insists that alleged misconduct by a Marine should be handled through Marine disciplinary procedures, rather than allowing a colleague to be bullied 166.
His succession to Kong is obstructed by the World Government and veteran Vice Admirals supporting Jabbar, an army transfer with government connections. Sengoku seeks Xia Le’s support and proposes making him a fourth Admiral beside Sakazuki, Kuzan, and Borsalino 177 183.
Xia Le’s appearance at the succession meeting shifts support decisively toward Sengoku. Jabbar concedes, and Kong announces the appointment. Fleet Admiral and Marine autonomy
At his inauguration, Sengoku presents leadership as a heavier responsibility rather than a personal triumph. He calls on all Marines to examine their convictions and announces the four new Headquarters Admirals 187.
Soon afterward, he confronts the Five Elders when they move against Xia Le. Appearing in his golden Buddha form, he rejects their attempt to take the newly appointed Admiral and rebukes their interference without consulting Marine leadership 192.
His tenure remains exhausting. He doubts Headquarters’ ability to confront an Emperor while the Admirals act independently and internal problems persist. Nevertheless, the Five Elders later acknowledge that government-aligned personnel have been pushed to the margins of the Marines under his leadership 209 316.
Sengoku originally favors Kuzan as his successor. Once Xia Le returns from Impel Down, he instead begins preparing support for Xia Le to inherit the position 259.
Summit War
Sengoku mobilizes elite forces worldwide for a confrontation with Whitebeard, with Ace serving as the opening to draw the Emperor to Marineford. He oversees deployments, intelligence gathering, defensive simulations, and preparations intended to limit casualties. The possible alliance between Whitebeard and Shanks greatly increases his concern 261 283.
He questions Xia Le about the contradiction between previously saving Ace and now using him as bait. Xia Le supplies a secret file that shocks Sengoku; Sengoku reseals it at the highest classification and threatens death for unauthorized readers. He also identifies Whitebeard’s family-like bonds with his crew as a particularly dangerous source of strength 321.
Before the battle, Sengoku sets aside Sakazuki’s proposal to exploit divisions within the Whitebeard Pirates, accepting Xia Le’s argument that the Marines can win openly. At the execution platform, however, he publicly condemns Ace through his identity as Roger’s surviving bloodline. Later, he announces that Ace’s mission was to cooperate with the Marines and lure Whitebeard’s forces into Marineford, helping demoralize the pirates 329 335 360.
During the battle, Sengoku orders the Gate of Justice closed to prevent retreat and sends reinforcements to protect the plaza. He regards Xia Le as the Marines’ decisive weapon against the Emperors 338 340 346.
The war ends with Whitebeard captured and the Marines victorious. Reviewing the aftermath with Xia Le, Sengoku faces the loss of 12,000 Marines and tens of thousands wounded. Retirement and SWORD
Sengoku announces his retirement after Xia Le restores Marineford’s shattered terrain. He insists that Sakazuki, who exposed Marine plans during the war, must face a military tribunal under established rules rather than receive punishment according to Xia Le’s personal resentment 370.
He helps oversee the transition to Xia Le, congratulating him after the Five Elders accept a new cooperation agreement. Although relieved, Sengoku worries that Xia Le’s confrontational approach will provoke attempts by the World Government to regain control 397 398.
His retirement is interrupted when Xia Le appoints him and Garp to lead the newly created SWORD Squad. Their first assignment is to take selected young Marines to Dressrosa, establish a base, and gather intelligence on Wano 400 401.
During the Wano investigation, Kaido attacks the veteran Marines and their trainees. Sengoku fights in Buddha form, but the group is captured. After Lucci rescues them, Sengoku stops the injured Garp from returning to help Xia Le, warning that he would only become a burden in his condition 420 421 431 464.
SWORD is later led by Rob Lucci, with Sengoku, Garp, and Tsuru identified as its former leaders. Sengoku still accompanies Garp to Lulusia, urging him to trust Xia Le despite Dragon and Luffy being involved in the fighting 503 525 526.
