Without it, the Mt. Silver Protected Area would not exist in Johto. And the interference here was hardly minor.

First, a Tyranitar with Sandstorm was certainly more valuable than one with Unnerve. If people could catch one with the Sandstorm Ability, why would they go to the trouble of raising a Tyranitar to maintain the Sandstorm Move through its own efforts?

Second, although he was the one who had proposed the theory of Ability inheritance and change, that did not mean hunters would not act on experience.

If someone discovered that a Larvitar with Guts would develop Sandstorm when it evolved into Tyranitar, they would naturally focus on catching Larvitar with Guts.

Over time, this would create a form of artificial selection. Larvitar with Guts and Tyranitar with Sandstorm would grow increasingly rare, leaving only Larvitar with Sand Veil and Tyranitar with Unnerve.

And if Unnerve was a Hidden Ability, it would be inherited with exceptional consistency. Barring outside interference or mutation, Tyranitar with Sandstorm would almost never appear.

That was likely how the present situation had come about. It also explained why so few people raised and used Tyranitar: those with the money to do so had probably discovered the pattern long ago and turned to raising other Pokémon instead.

People sought perfection. In their eyes, a Tyranitar with only Unnerve was a defective product, a "flaw" created by human hands.
