At least as far as Dian knew, almost all Togepi that had evolved into Togetic or Togekiss were female. That included Misty's Togepi and Dawn's Togekiss.
So getting a female Togepi or Togetic stronger than himself to willingly lay eggs was no easy feat for a male Togepi. Unless that female wanted to build a harem and become the "Wu Zetian" of Togepi.
Well... if Dian's theory was correct, Misty's Togetic probably had some lofty ambitions of her
