Gotham City Hall.
"Are you kidding me?" Mayor Kate felt a headache coming on when she heard the news. "After he was released, he applied to visit the prison, and then escaped along the way?"
"Kate, I was surprised too—" Batman hadn't expected Otis Flannegan to pull something like this. "It's perfectly normal not to have anticipated it."
"Use official titles while we're working!" Kate snapped.
"Yes, Mayor Kate." Harvey stepped forward. "The question now is whether this counts as escaping from prison—"
"You're Gotham City's judge. Do you think it counts?"
"From a legal standpoint, I can find statutes supporting either interpretation." Harvey spread his hands. "So I have no idea what to do about this either."
"What do you think?" Kate looked at Batman.
"I'll find him and talk to him," Batman said. "As for the rest, you two can discuss it among yourselves."
"All right." Harvey nodded.
Batman returned to the Batcave and had Tim monitor Gotham City for any sign of Otis Flannegan.
"What are you working on?" Damian walked up to the computer and poked Tim with his elbow.
"I'm busy here." Tim replied irritably, his fingers flying across the keyboard.
"By the way, have you heard of Otis Flannegan?" Batman asked Damian.
"He sounds familiar." Damian thought for a moment. "He's a supervillain known as Ratcatcher. He can control rats and communicate with them."
"Do you know where he usually hides?" Batman asked.
"Usually in Gotham City's sewers," Damian said. "Before he went to prison, Otis Flannegan was a ratcatcher in Gotham City. He often cleared rats out of the sewers and people's homes. Because he worked there day and night, he became the person most familiar with Gotham's sewers."
"I see." Batman nodded. "Looks like I'll have to ask Roland for help again."
