Their circumstances were much like those of the descendants of the Land of Whirlpools. Their clans had been wiped out by war or some other disaster, leaving them without shelter. They had eventually drifted into the Land of Grass, only to be taken back to Kusagakure.
Their bloodline abilities and ninjutsu had become subjects of research for Kusagakure. No wonder the videos Tetsuya had watched before transmigrating, which covered the defining traits of the various shinobi villages, had described Kusagakure as specializing in studying other villages' techniques.
Tetsuya had always wondered how a village as weak as Kusagakure had any business researching other villages' techniques. So these people's ninjutsu and bloodline abilities were what they had actually been studying.
Tetsuya examined these people carefully. Most of their bloodline abilities and ninjutsu were of little practical use.
That explained why the other shinobi villages had not taken them in, instead allowing them to drift into the Land of Grass, where Kusagakure had gathered them up and studied them like precious treasures.
Among this group, something like the Uzumaki bloodline was already SSR-tier.
Most of the others had R-tier ninjutsu and bloodline abilities. Only one bloodline ability qualified as SR-tier: the Dragon Life Reincarnation Technique. Much like the Kishishi Tensei developed by Chiyo, it traded the user's life for someone else's.
To Tetsuya, that technique really was of little use.
