Raphael had never expected the Red Angel evil spirit to be so uncannily effective. He had only met him at noon, and war had broken out that very afternoon.

One could say that war was likely to break out wherever he appeared. One could also say that wherever war broke out, he would appear.
Raphael still "remembered" how this battle began. Under cover of thick fog, the Feysac Empire's airships crossed the Sonia Sea, flew across half of Loen, and reached Backlund, where they dropped every bomb they carried.
Of course, a closer examination revealed something suspicious about the whole affair.
Raphael vaguely remembered that the Arbiter Pathway seemed to have a subtle connection to "territory." When the Feysac Empire's airships entered Loen's territory, there was no way Loen's angels could have failed to notice.
Yet it had happened anyway, which could only mean that Loen, too, wanted this war.
Letting the Feysac people carry out the bombing gave Loen grounds to declare war.
But now was not the time to think about that. The sudden explosions frightened the horses pulling the carriage, and they nearly dragged it onto its side.
Raphael hurried out. He ignored the carriage, which was on the verge of running out of control, because every carriage on the street was in much the same state.
Besides, with explosions sounding one after another, there was no way to calm the horses.
Raphael nimbly climbed onto a rooftop and looked toward the nearby site of an explosion, hoping to see whether there were any suitable corpses.
